Our client is looking for an experienced Senior Business Rate and BID Officer to work 1 day a week in the office.
Key Responsibilities:
- Provide clear and inspiring leadership to the Business Rate and BID Team.
- Deliver first class service to all Businesses and the BID company.
- Take an active and leading role in the management of the service and support efforts to bring about continuous improvement across the service.
- Lead on the administration of the BID Levy including monthly reporting and attending liaison meetings.
- Support the annual billing process for Business Rates.
- Support Senior Managers in the management, supervision and operational service delivery.
- Ensure all processes and procedures are set to maximise income to the council.
- Contribute to the process of continually improving customer access, quality, cost effective services and promote a positive image of the City Council.
- Monitor performance, achieve agreed standards and maintain quality standards.
- Effectively use relevant ICT systems and assist in the creation, development and maintenance of records, files and statistical information.
- Safeguard Billing and Collection of Council Tax and prevent and detect fraud wherever possible.
- Work co-operatively with investigators, other staff and organisations to tackle fraud and maintain standards of integrity.
- Assist with the development and maintenance of procedures and codes of working practice.
- Ensure compliance with the Data Protection Act and related legislation.
- Be responsible for ensuring compliance with all statutory requirements and policy and procedure.
- Undertake other responsibilities and duties as required.
- Ensure appropriate arrangements are in place for a positive work/life balance.
Essential Experience:
- Experience of administering a Business Rates and/or Council Tax Billing and Collection Function in a large Council.
- Knowledge of Business Rate, BID, Council Tax and other legislation pertaining to the role.
- Direct experience of managing and supervising staff at a senior level.
- Experience of delivering training and monitoring internal controls.
- Experience of working with external and internal organisations for effective service delivery.
- Experience of contributing to the formulation, development and implementation of policy and practice.
- Experience of reporting to committees, boards, steering groups etc.
- Knowledge and understanding of city council services.
Skills/Abilities:
- Ability to make decisions relating to the administration of Council Tax.
- Ability to communicate orally and in writing with a wide range of people.
- Ability to implement and manage change.
- Ability to motivate and manage staff to achieve results.
- Ability to produce and present clear procedural guidelines and reviews.
- Ability to provide leadership and produce accurate management, financial and statistical information.
