Our client is looking for an experienced Contract Procurement Officer. This flexible worker position offers the opportunity to work in an agile way, including home working.

To lead on and deliver procurement tender projects for goods, works and services within a category management structure, providing comprehensive professional project‑focused commercial advice and support across the whole commercial lifecycle.

Responsibilities

  • Provide professional commercial expertise to support Category Leads and the Professional Lead‑Procurement and Commercial Services, delivering sound, authoritative commercial advice and practical support to the Council, its Committees and Services.
  • Ensure UK Procurement Regulations and Council's corporate standards and policies applicable to procurement are adhered to, delivering required outcomes to the required standard of quality within specified time and cost constraints.
  • Prepare tender documentation in consultation with Service Directorates, appropriate to the service requirement (goods, works, services) and market conditions following a structured commercial options appraisal and regard to service‑specific legal requirements.
  • Lead and deliver procurement tender projects for goods, services and works on a responsive corporate basis, evaluating tenders using price:quality matrices and other tools, and making appropriate recommendations to services and senior officers on contract award decisions.
  • Support service areas on management of contracts in accordance with the Council’s Contract Management Framework.
  • Assist the Category Lead in identifying, compiling and reporting data, and other information, to analyse markets and category spend and develop and execute agreed Category‑wide Strategies, Commercial Strategies and Sourcing Plans, ensuring they maximise value for money, increase local contract spend and reduce CO2e emissions.
  • Monitor the use and maintenance of designated e‑procurement systems, including negotiating or renegotiating contract re‑lets as appropriate.
  • Maintain commercial systems and data records up to date, including Contracts Register and Procurement Pipeline.
  • Engage continuously with stakeholders in relevant procurement projects, negotiating commercial terms to obtain the best possible prices for goods and services.
  • Ensure ongoing development through appropriate webinars and training directed by the Category Lead, maintaining Continuous Professional Development.
