Purpose of the Role
To manage the maintenance of Network Rail owned assets which includes C2102, C2103 and C44 machines to ensure the maximum availability and reliability is achieved.
Ensure that the equipment is maintained in accordance with relevant standards, procedures & legislation.
Manage and motivate a specialist engineering team which includes Project Manager, Reliability Engineer and Warranty Engineer to ensure the efficient and effective maintenance and repair of plant, supporting the delivery of Network Rail projects.
To deliver the required work in a safe and effective manner, conforming to contract specification and to provide the first level response to any machine failures, and ensuring a high level of cleanliness, reliability and performance is achieved.
Person Specification
- Always have safety as the primary consideration in all aspects of delivering and managing the people, process and equipment in Colas Rail.
- Have a minimum 3 years experience of maintenance of large rail plant or systems
- Have excellent planning & organisational capabilities.
- Have previous project management/engineering experience
- Excellent communication and motivation skills essential.
- Have knowledge and experience of railway rules, regulations & standards, and relevant safety legislation
- Have knowledge of Health and Safety at Work Act
- Be trained in Risk Management or Risk Assessment techniques
- Have a knowledge of accident investigation techniques
- Hold a PTS
- Have an understanding of Network Rail Line Standards
- Be extensively computer literate.
- Understand commercial processes and requirements.
- Ensure that mandatory PPE is worn by all staff, at all times.
- Participate in regular monthly safety meeting.
- Participate in Accident and Incident reporting and investigation as instructed and in accordance with the Safety Management System
Key Responsibilities
- Report to and work under the direction of the Plant Operations Manager and in close collaboration with the Rail Grinding Delivery Manager, Network Rail Fleet Engineers and Colas Rail services.
- Adhere to applicable Colas Maintenance Policy & Plans for the Rail Grinding fleets.
- Comply with the Maintenance Management System, managing the planned maintenance of the system plant in accordance with Maintenance Programme and approved maintenance manuals/schedules.
- Ensure maintenance documentation is managed, controlled, monitored, act on NIRs changes to legislation & standards etc.
- Ensure all aspects of FAMS/MAXIMO are fully updated within the shortest reasonably practicable
- Manage the proactive delivery of preventative and reactive maintenance & repair to maximise plant availability & reliability
- Liaise with the CRS depot manager and depot supervisors to ensure movements of plant are coordinated and the necessary pit space is booked.
- Oversee the activity of all or any maintenance supervisors & all or any maintenance technicians to maximise performance, to ensure compliance with all relevant technical, quality, environmental & safety standards.
- Ensure manpower levels/competence are adequate to maintain the systems with optimum efficiency.
- Oversee the professional training & development of operating and maintenance staff and review training programmes.
- Ensure Plant maintenance competence standards are maintained by audit or internal verification.
- Establish plant safety performance objectives and ensure they are met by implementation of an audit programme.
- Liaise with manufacturers to transfer best practice and innovation
- Carry out safety inspections ensuring all relevant safety initiatives are implemented in a timely manner
- Work within a prescribed budget as authorised by the Plant Operations Manager.
- Investigation & reporting of faults, Identification of fault trends in line with latest industry measurements and trend capturing procedures.
- Monitoring & in depth reporting on maintenance performance & machine reliability.
- Propose modifications or improvements to maintenance processes and regimes to deliver performance & financial benefits.
- Ensure specialist technical requirements of Euro 6+ compliant stock are adequately managed including the provisions
- Completion of all maintenance works with no reportable accidents and incidents.
- Completion of all planned maintenance works within the timescale allocated
- Ensure that adequate resources planned and available for all work sites, informing the Plant Operations Manager of issues for concern.
- Carry out Accident and Incident reporting and investigation as instructed and in accordance with the Safety Management System.
- Ensure that Competency Assessments are undertaken in accordance with the assessment programme produced by the Competence Manager.
- Ensure that mandatory PPE is issued to all site staff
- Ensure that supplementary PPE is provided to site staff in compliance with Work Package Plans and Task Briefings.
- Identify specific training needs for individuals so as to ensure staff competency for the allocated tasks.
- Ensure that mandatory training and competency certification for all staff are valid and copies available.
- Ensure that statutory safety and relevant company safety documents are displayed
- As you will expect the organisation may change from time to time and you will be expected to meet the operational requirements.
- Any other reasonable duties as required from time to time.
