Cobalt Housing is a registered housing association based in North Liverpool. Cobalt was formed in February 2003 following the transfer of homes from Liverpool City Council. Today, Cobalt manages and maintains around 6,000 affordable homes across Fazakerley & Sparrow Hall, Croxteth and Norris Green and is expanding into new areas, including Whiston and St Helens. As the majority landlord in the area, Cobalt plays a leading role in economic, neighbourhood and community regeneration. This is an exciting opportunity to join Cobalt as Head of Health, Safety and Compliance. This is a key leadership role, acting as Cobalt’s leading voice on safety and helping to shape a proactive, modern and learning-focused safety culture. The successful candidate will lead corporate health and safety, building safety compliance and facilities management, ensuring Cobalt continues to provide safe homes, workplaces and communities.
Some responsibilities include:
- Lead Cobalt’s corporate health and safety, building safety, compliance and facilities management arrangements.
- Ensure Cobalt meets all relevant health and safety legislation, statutory duties, regulatory requirements and compliance obligations.
- Lead the delivery of building safety compliance programmes, including the “big six”, ensuring follow-up works are completed on time.
- Develop and maintain a robust, risk-based compliance management system across health, safety and building safety areas.
- Oversee fire risk management, fire safety compliance and landlord compliance systems.
- Provide expert advice to the Senior Leadership Team and Board on safety obligations, risks, mitigations, incidents and emerging legislation.
- Lead safety audits, accident and near-miss investigations, safety campaigns, colleague briefings and toolbox talks.
- Oversee Facilities Management, ensuring offices, warehouses and communal spaces are safe, compliant, accessible and well maintained.
- Manage contracts and service level agreements, ensuring value for money, strong performance and effective compliance.
- Lead and develop teams across health and safety, compliance, building safety and facilities management, embedding a positive safety culture.
Cobalt is looking to appoint a confident health, safety and compliance leader who has the following attributes:
- Extensive experience of leading building safety teams.
- Experience of leading high-performing corporate health and safety teams.
- Strong knowledge of health and safety legislation, statutory duties, compliance frameworks and best practice.
- Experience of developing strategy and leading change across policy, systems and major projects.
- The ability to advise and influence senior stakeholders, including Executive Directors, Board members and Committees.
- Excellent communication and stakeholder management skills, with the ability to explain complex technical issues clearly.
- Strong knowledge of digital systems, performance reporting, risk registers and data integrity.
- Experience of setting and managing budgets and delivering operational objectives at pace.
- A proactive, values-led leadership style, with a commitment to customer experience, collaboration and a positive safety culture.
