Cobalt Housing is a registered housing association based in North Liverpool. Cobalt was formed in February 2003 following the transfer of homes from Liverpool City Council. Today, Cobalt manages and maintains around 6,000 affordable homes across Fazakerley & Sparrow Hall, Croxteth and Norris Green and is expanding into new areas, including Whiston and St Helens. As the majority landlord in the area, Cobalt plays a leading role in economic, neighbourhood and community regeneration. This is a high-impact leadership role, shaping a multi-million-pound investment strategy and leading Cobalt’s approach to asset management, sustainability, property data and long-term investment planning. The successful candidate will help ensure Cobalt’s homes are safe, warm, sustainable and fit for the future.
Some responsibilities include:
- Lead the development and delivery of Cobalt’s Asset Management and Sustainability strategies.
- Shape and deliver a 30-year, multi-million-pound investment programme, ensuring strong governance, value for money and long-term impact.
- Lead the management, development and analysis of property data to support investment, disinvestment and portfolio decisions.
- Drive Cobalt’s sustainability ambitions, including EPC C by 2030, MEES by 2039 and Net Zero by 2050.
- Oversee component replacement, safety and energy-efficiency programmes, ensuring works are delivered on time, within budget and to high standards.
- Provide clear strategic insight, reporting and recommendations to the Executive Team, Board and Committees.
- Lead procurement and contract management activity for investment and sustainability works, ensuring effective supplier performance.
- Work collaboratively across Property Services and wider teams to improve homes, reduce responsive repairs and deliver better customer outcomes.
- Lead, inspire and develop teams across asset management and sustainability, creating a culture of accountability, innovation and continuous improvement.
- Deputise for the Executive Director of Property where required and contribute to corporate leadership across Cobalt.
Cobalt is looking to appoint a strategic asset management leader who has the following attributes:
- Extensive experience of leading strategic asset management, investment programme delivery and sustainability teams.
- Strong programme, project and contract management skills, with experience of delivering complex investment programmes.
- Excellent knowledge of housing legislation, construction standards, property management and sector best practice.
- Experience of using asset data, stock condition insight and portfolio appraisal to shape long-term investment decisions.
- The ability to set and manage large, complex budgets and make evidence-based recommendations to support business planning.
- Strong knowledge of value for money, procurement options and effective contract management.
- Experience of developing strategy and leading change across policy, systems and major projects.
- Excellent stakeholder management skills, with the ability to influence senior colleagues, Board members, customers and partners.
- A recognised property-related degree or equivalent experience, with RICS or CIOB training desirable.
- A values-led, collaborative leadership style, with a commitment to putting people first, taking responsibility, working together and moving forward.
