The key aim of this role is to manage MRF operations, ensuring compliance with legal/regulatory requirements, quality and environmental standards, Health & Safety, EA permit conditions, company policies, and GOL safe working practices.

Roles & Responsibilities

  • Lead by example to promote positive behaviours and a proactive safety culture.
  • Communicate business objectives and performance to staff.
  • Ensure effective safety and environmental compliance across all plant processes.
  • Represent the site and GOL internally and externally.
  • Provide adequate resources and training to maintain and improve performance.
  • Work with plant and maintenance managers to deliver engineering solutions and meet availability targets.
  • Manage direct reports including recruitment, induction, appraisals, development, disciplinary matters, salary reviews, and PDPs.
  • Produce and authorise site‐specific risk assessments and work instructions.
  • Direct operations teams to meet financial and technical targets.
  • Support annual goals and business strategy.
  • Manage material flows and annual budgets.
  • Lead site projects and minimise downtime.
  • Report on performance (budgets, CAPEX, availability, outages).
  • Deliver efficiencies and cost savings.
  • Maintain and review technical, operational, and financial KPIs.
  • Ensure compliance with Environmental Permits and ISO standards.
  • Complete inspections and close actions promptly.
  • Support audits.
  • Record and investigate accidents, incidents, near misses, and nonconformities.
  • Monitor trends to drive safety, compliance, and efficiency improvements.
  • Interpret and report performance data internally and externally.
  • Liaise with internal experts to implement solutions.
  • Identify innovation opportunities.
  • Develop procedures for abnormal/emergency situations (e.g. breakdowns, troubleshooting).
  • Deliver presentations and host site visits.

General Responsibilities

  • Support overall company performance through collaboration with other facilities, sharing best practice, and supporting approved initiatives.
  • Maintain up-to-date knowledge of legislation and communicate requirements clearly to staff.

Health & Safety Responsibilities

  • Responsible for day‐to‐day H&S with functional link to Head of H&S.
  • Manage Permit to Work (PTW) system and ensure compliance.
  • Maintain high housekeeping standards.
  • Act as Safety Controller within PTW.
  • Report and act on breaches of statutory and GOL practices.
  • Review and update safe systems of work and risk assessments.
  • Build strong cross‐department relationships.
  • Ensure compliance with EA permit.
  • Undertake additional duties as required.

Limits of Authority

  • Authority to act in emergencies relating to H&S, environment, operations, or equipment, reporting to the Plant Manager ASAP.
  • Responsible for all personnel, subcontractors, and visitors on site.
  • Authorised to issue maintenance‐related communications in line with operational needs.

Skills, Behaviour, Experience & Qualifications

  • Skills: Strong leadership; team management essential.
  • Behaviour: Leading by example, delegation, performance/talent management, planning, commitment.
  • Experience: Developing/mentoring people; waste management or continuous process environments; MRF operations.
  • Qualifications: Essential – Engineering qualification (waste/power or equivalent experience); NEBOSH/IOSH Managing Safely. Desirable – HV SAP; MRF operations; Legionella awareness; H&S legislation (PUWER, LOLER, CDM); Confined Space (Medium Risk).

Effectiveness Checks (Quarterly 1-2-1s)

  • Monitor safety performance, team stability (absence/engagement), regulatory compliance, training completion, plant availability and KPIs, cost optimisation, and documentation standards.
