To be eligible, you’ll need to be based in the UK, France, or Germany. The role will also involve some travel across our sites and offices in EMEA.

Role Overview: The Cost Manager will be a key member of the CloudHQ Development & Construction team, responsible for leading commercial and cost management activity across EMEA projects. Reporting to the Director of Cost & Procurement, this role will initially have a strong focus on CloudHQ’s France portfolio, including live construction projects, upcoming developments and future site opportunities. As the EMEA portfolio continues to grow, the role may also support projects in other European markets and emerging regions as required. The Cost Manager will commercially manage projects from early development and site selection through design, procurement, construction, completion and final account. The role will require close coordination with Project Managers, external Cost Management consultants, contractors, vendors, Finance, Legal, Procurement, Development and other internal stakeholders. This is a hands-on project commercial management role, focused on maintaining strong cost control, robust reporting, clear procurement support, disciplined change management and effective commercial governance across the project lifecycle.

Key Responsibilities:

  • Project Commercial Management: Lead day-to-day commercial management of assigned EMEA projects, with an initial focus on the France portfolio. Maintain visibility of budgets, commitments, forecasts, contingency, risks, opportunities and anticipated final cost. Ensure commercial decisions are reviewed, documented, approved and reported in line with CloudHQ requirements.
  • Cost Planning, Reporting & Finance Support: Manage project cost plans, budgets, estimates, benchmarks and monthly cost reports. Provide commercial information required for funding requests, accruals, cash flow and cost forecasts. Support business cases, site comparisons, value engineering and investment decisions.
  • Consultant, Contractor & Vendor Management: Manage external Cost Management consultants, including scope, deliverables, reporting quality and performance. Commercially manage General Contractors and key vendors from RFP through contract award, construction, payment, final account and closeout. Coordinate with contractors, consultants and vendors to ensure commercial information is timely, accurate and robust.
  • Procurement, Change Control & Payments: Support procurement strategy, tender planning, commercial evaluation, award recommendations and contract sum agreement. Manage commercial review and agreement of change orders, variations, claims and cost impacts. Review and approve payment applications, invoices, valuations and supporting documentation.
  • Stakeholder Coordination & Process Improvement: Work closely with Project Management, Development, Finance, Legal, Procurement, Risk & Insurance, consultants, contractors and vendors. Support the continued development of EMEA cost management processes, reporting standards and commercial workflows. Support wider EMEA projects as priorities evolve, including new developments, due diligence projects and emerging regional opportunities.

Key Skills and Experience:

  • Strong understanding of construction cost management, commercial management and quantity surveying principles.
  • French language capability preferred; ability to operate effectively in a French-speaking project environment would be advantageous.
  • Experience managing cost plans, budgets, forecasts, change control, payment applications and final accounts.
  • Experience managing external Cost Management consultants, contractors and vendors.
  • Good working knowledge of construction contracts and commercial practices used across Europe.
  • Strong commercial judgement, reporting skills and ability to present cost information clearly.
  • Ability to manage multiple projects, stakeholders and priorities simultaneously.
  • Strong communication skills and ability to build trust across internal and external teams.
  • Proficiency with Microsoft Office, particularly Excel.
  • Ability to operate effectively in a fast-paced, multi-project and multi-country environment.
  • Willingness to travel across EMEA as required.
