To be eligible, you’ll need to be based in the UK, France, or Germany. The role will also involve some travel across our sites and offices in EMEA.

Role Overview: The Procurement & Contracts Manager will be a key member of the CloudHQ Development & Construction team, responsible for leading the day-to-day procurement and contract administration function across EMEA. Reporting to the Director of Cost & Procurement, this role will own the practical management of procurement processes, tender governance, contract workflows, approvals, document controls and procurement reporting across the regional project portfolio. The role will support projects from early procurement planning and vendor engagement through tendering, contract preparation, approval, execution and closeout. This is a hands-on process ownership role, focused on ensuring that procurement and contract activity is structured, controlled, documented and progressed consistently across EMEA. As CloudHQ’s EMEA portfolio continues to grow, this role will play an important part in developing the procurement and contract administration function, including improving processes, embedding governance standards and supporting the future growth of the team.

The Procurement & Contracts Manager will work closely with Cost Managers, Project Managers, Legal, Finance, Risk & Insurance, Development, external consultants, vendors and other internal stakeholders to keep procurement and contract activity moving in line with CloudHQ requirements.

Key Responsibilities:

  • Procurement Framework, Pipeline & Tender Management
    • Maintain and develop EMEA procurement processes, tender governance, approval routes, trackers and templates.
    • Manage visibility of live and upcoming procurements, including tender dates, award dates, approvals and contract milestones.
    • Lead the tender administration process, including tender issue, queries, clarifications, addenda, returns and tender records.
    • Support project teams in maintaining clear procurement plans, sequencing, tender routes and key procurement milestones.
  • Vendor & Supplier Management
    • Support market engagement, vendor outreach, prequalification, capability reviews and onboarding.
    • Maintain records of vendor contacts, capabilities, tender participation, appointments and project history.
    • Support the development of vendor performance tracking, lessons learned and preferred supplier visibility.
  • Contract Process Management
    • Manage the contract administration process from procurement initiation through to contract execution.
    • Coordinate the preparation of contract packs, including templates, schedules, exhibits, annexes, approval records and supporting documentation.
    • Manage approval, signature and execution steps, ensuring contracts progress in the correct sequence and are fully recorded once complete.
  • Governance, Approvals & Stakeholder Coordination
    • Maintain approval trackers, authority requirements, signatory routes and evidence of internal approvals.
    • Ensure legal, finance, insurance, lender and other internal requirements are identified and satisfied before contract execution.
    • Coordinate with internal teams, external consultants and vendors to progress procurement and contract matters, resolve actions and escalate blockers where required.
  • Document Control & Reporting
    • Maintain clean and consistent procurement and contract records, including folder structures, naming conventions, version control and executed documents.
    • Maintain procurement dashboards, award trackers, contract status reports, action logs and pipeline updates.
    • Ensure procurement and contract trackers are accurate, current and suitable for management reporting.
  • Continuous Improvement & Function Development
    • Identify recurring issues, improve workflows and standardise checklists, templates and processes.
    • Support procurement playbooks, contract checklists, approval guides and onboarding materials for internal teams and external consultants.
    • Support the continued development of the EMEA procurement and contract administration function as the project portfolio grows, including helping to shape future roles, processes, systems and resourcing requirements.

Key Skills and Experience:

  • Strong understanding of construction procurement, tendering and contract administration processes.
  • Experience managing procurement workflows, tender records, contract approvals and project documentation.
  • Strong organisational skills and high attention to detail.
  • Ability to manage multiple tenders, contracts, stakeholders and approval processes simultaneously.
  • Commercial awareness, with the ability to understand tender scope, exclusions, assumptions, procurement risk and approval.
  • Confidence working with internal and external stakeholders.
  • Strong written and verbal communication skills.
  • Ability to work independently, follow agreed governance processes and escalate issues appropriately.
  • Comfortable performing both process-management and hands-on administrative tasks.
  • Strong Excel and reporting skills.
  • Ability to operate effectively in a fast-paced, multi-project and multi-country environment.
  • Willingness to travel across EMEA as required.
