Climate17 is pleased to be working with a high-growth low-carbon infrastructure developer as they appoint a Head of Programme Management to take ownership of programme delivery across a growing portfolio of major heat network projects. This is not a traditional PMO role. You’ll be the person bringing together the full portfolio view — programme, resources, risk, funding and commercial priorities - and providing senior leadership with the insight they need to make critical decisions.
Why this role?
- Own the master programme across a complex portfolio of infrastructure projects
- Work directly with the CDO & Senior Leadership Team and influence key investment and delivery decisions
- Shape the PMO function as the business continues to scale
- Drive stage-gate and investment approval processes from feasibility through to financial close
- Balance commercial, technical and funding requirements across multiple projects
- Identify risks and resource constraints early and turn them into actionable solutions
- Play a genuine role in delivering the UK's transition to low-carbon heat
What are we looking for?

- Complex infrastructure, energy or development environments
- Multi-workstream programme management
- Integrated master planning / Microsoft Project or equivalent
- Stage gates, investment approvals and governance
- Strong commercial and financial awareness
- Managing multiple projects and competing priorities
- Confident engagement with senior stakeholders
- Experience across heat networks, utilities, energy or low-carbon infrastructure would be highly advantageous.
