The UASC and Care Leaver Contract Assurance Coordinator ensures that all accommodation and support arrangements for Unaccompanied Asylum-Seeking Children (UASC), Children in Need (CIN), Children in Care and Care Leavers comply with contractual, regulatory and safeguarding standards. The role oversees the review of provider documentation, legal case file management and contractual assurance activities to ensure accurate and compliant recording. The postholder works closely with social work teams, commissioning officers, providers and partner agencies to support placements with robust information, compliant documentation and accurate record-keeping. Through rigorous quality assurance, contract monitoring and oversight of placement-related records, the role contributes to improving outcomes, ensuring young people’s safety and maintaining high service standards across the placement pathway.
Procedures
- Review and quality-assure provider contracts, occupancy agreements, service specifications and compliance documentation to ensure all placements meet statutory and contractual expectations.
- Ensure all contractual documents are updated, recorded and stored in accordance with organisational audit requirements.
- Work with commissioning/contract management teams to escalate non-compliance, coordinate follow-up actions and support contract performance reviews.
- Maintain robust electronic and manual systems to record placements, payments, compliance issues and communication with providers.
- Maintain accurate case records on legal case management systems, ensuring documents are stored, cross-referenced and compliant with data protection standards.
- Review and verify occupancy agreements for accuracy, ensuring they align with contractual requirements.
- Ensure the agreement terms match the commissioned type of placement, support levels and financial arrangements.
- Track young people’s age and occupancy dates, relocation requirements and change to occupancy status.
- Work with finance team to ensure timely processing of payments and accurate invoice submissions.
- Maintain a clear audit trail of financial approvals, invoice accuracy checks and placement related expenditures, i.e. Wi-Fi, Council Tax and TV licences.
- Identify discrepancies, overpayments or missing information and liaise with providers to resolve issues promptly.
- Support financial forecasting by providing data on placement occupancy, costs and contract changes.
- Maintain tracking systems for placements, occupancy levels, compliance status, invoice status and provider performance.
- Produce regular reports, dashboards and summaries for managers, highlighting trends, risks, gaps and improvement areas.
- Prepare documentation for audits, inspections (including Ofsted) and internal quality assurance processes.
- Support continuous improvement by identifying process inefficiencies and planning and prioritising your diary to ensure audits are completed within the required timescale and results fed back to the Business Support Service Manager.
- Manage your own time to meet business demands.
- Meet your own Key Performance Objectives and actively support the team to meet their objectives and the contract requirements.
- Plan and manage personal business objectives in line with the contract specification and standards set out in the children’s contracts.
- Individually perform internal audits as assigned as part of compliance with the contract KPI.
- Engage in internal audit planning, scoping and reporting.
- Attend meetings with stakeholders and CRH management to validate audit findings and, in partnership with the business, develop pragmatic and commercial audit recommendations that mitigate identified risks.
- Communicate audit findings confidently and articulately to the business.
- Work within internal procedures to ensure that key performance indicators are met with no faults.

- Act as the central communication point for providers regarding contract assurance, documentation, invoicing and compliance requirements.

- Ensure all records are maintained and kept up to date according to company policies and procedures.
- Ensure listed jobs are completed to a high standard.
- Notify the Business Support Service Manager if you are unable to complete any jobs requested.
- Have responsibility for all company equipment where applicable.

- Return completed paperwork to the team leader as directed and requested.
