We are recruiting for an experienced Interim Bus Systems and Technology Specialist to support the York and North Yorkshire Combined Authority (YNYCA) during an important period of technology and systems transition. This is an excellent opportunity for a specialist with significant experience within the bus industry, local transport authorities or bus operators, who has a strong understanding of bus-related systems and technology and has delivered complex, fast-paced technology projects.
The Role
You will work closely with the bus teams at YNYCA, City of York Council and North Yorkshire Council to develop a detailed understanding of the bus-related systems and technologies currently in place and oversee their planned transition into the Combined Authority. The systems will include:
- Real Time Passenger Information (RTPI) systems and passenger information screens
- Live performance monitoring, historic reporting and links to traffic signal bus priority
- Printed timetable production systems
- Online timetable and journey planning systems
- ENCTS user database and card production systems
- Proof-of-age card systems for Under 19s
- Commercial ticketing assets, including smartcard vending kiosks and sales terminals
- Associated back-office and banking systems
- Bus contract management systems
- Bus service registration systems, including EBSR
You will identify the existing systems, develop transition plans for each and ensure that ongoing costs such as licences, support arrangements and staffing requirements are fully understood and incorporated into the Authority's long-term funding plans. You will also identify any new ICT resources required, including servers, systems and specialist staff, and develop fully costed procurement plans.
About You
- Significant knowledge and experience of bus service systems and technologies
- Extensive experience working for a bus operator or local transport authority
- Proven experience delivering complex systems and technology projects within a fast-paced environment
- Experience managing multiple workstreams simultaneously
- Strong experience working with technology specialists within local authority delivery teams
- Experience working with a range of systems and software suppliers
- The ability to identify technology requirements, costs, risks and transition dependencies
- A flexible approach to remote and office-based working
- Strong communication, organisation and stakeholder management skills
The Outcome
You will play a key role in developing a comprehensive technology transition plan to ensure that bus systems and technologies can be successfully transitioned into YNYCA from April 2027 onwards, with no degradation to public-facing services. The role is expected to involve approximately 1β2 days per week of work with the Combined Authority, initially primarily remotely, with occasional attendance required at the YNYCA head office in central York as the project develops.
Anticipated Length of Assignment: Unless otherwise stated (we do carry the occasional permanent vacancy) all of our roles are technically temporary, though opening assignments can be and often are, extended by clients on a longer term basis and can sometimes become permanent.
