Our technology platforms have caught the attention of many organisations both here in the UK and overseas. As a result, we are looking to expand our Operations team with a HSE Manager. This role is a fantastic opportunity to work in an engineering environment in the hydrogen production sector.

Clean Power Hydrogen plc (CPH2) is a leading developer of Membrane-Free ElectrolysersTM designed to produce green hydrogen and pure oxygen in a simple, safe, sustainable manner and at any scale.
Reporting to the Chief Operations Director, the HSE Manager will be responsible for leading health, safety, and environmental management across the full lifecycle of MFE plant delivery - from design and manufacture of electrolysers through to installation and commissioning at client sites. The role ensures compliance with UK legislation and international project requirements, with a strong focus on process safety, hydrogen risk management, and construction safety within an EPC environment.
We are seeking an experienced and proactive Health & Safety Manager to lead and continuously improve the company's Health, Safety, and Environmental (HSE) framework. This is a hands-on role ideal for someone who thrives in engineering and manufacturing environments, working closely with multi-disciplinary teams to build and continuously improve a strong safety culture.
- HSE Management & Assurance
- Develop, maintain, and oversee the HSE Management System in line with ISO 45001 & ISO 14001.
- Embed HSE across design, manufacturing, installation, and commissioning.
- Implement PTW systems and track key HSE KPIs.
- Drive continuous improvement and behavioural safety initiatives.
- Regulatory Compliance
- Ensure full compliance with UK HSE legislation (including CDM, DSEAR, PSSR, COSHH, PUWER, LOLER).
- Act as main contact for the Health and Safety Executive and other regulators.
- Provide expert guidance on all HSE matters across the business.
- Hydrogen & Process Safety
- Support process safety activities (HAZID, HAZOP, LOPA, SIL).
- Develop emergency response plans and ensure safe installation, commissioning, and client handover.
- Oversee contractor safety, RAMS, inspections, and incident investigations.
- Manufacturing & Test Site Safety
- Ensure safe build, assembly, and testing of electrolysers.
- Oversee high-risk activities (lifting, pressure testing, electrical work, chemical handling).
- Implement safe systems of work (LOTO, confined space, hot work).
- Ensure environmental compliance and manage permits, waste, emissions, and resource efficiency.
- Liaise with the Environment Agency and support ESG/net-zero initiatives.
- Deliver HSE training, toolbox talks, and incident reviews.
- Maintain competency in hydrogen and high-risk operations.
- Champion a proactive, positive safety culture across the organisation.
Proven experience (minimum 5 years) as a HSE Manager or similar leadership role within a manufacturing, engineering, energy or industrial environment. Degree in Engineering, Occupational Safety, or related discipline. NEBOSH Diploma (or equivalent) essential. Experience in hydrogen, gas processing, chemicals, or oil & gas industries. Proven experience across design, manufacturing, and site construction/commissioning. Strong expertise in process safety and major hazard management. Strong working knowledge of UK safety legislation, standards, and regulatory frameworks. Comprehensive knowledge of HSE regulations and best practices, including risk assessment and incident investigation. Experience conducting risk assessments, safety audits, and incident investigations. Experience developing or improving HSE management systems. Leadership capabilities, inspiring teams to embrace HSE principles and strive for continuous improvement. Background in process/chemical or mechanical engineering. Knowledge of electrical systems and components. Experience with pressure vessel inspection or hydrogen generation/storage systems. Previous experience supporting HSE expansion in a scaling engineering organisation.
