The Role
We’re hiring a Senior Quantity Surveyor to lead the commercial delivery of CLC’s Planned Works programmes, covering kitchens & bathrooms, externals, roofing, compliance upgrades, voids, FRA works and decarbonisation/retrofit. You’ll own CVRs and commercial strategy across frameworks/projects, mentor QS/ACost staff, and act as a key commercial partner to Operations and the Client.
Responsibilities
- Commercial leadership: set the commercial plan (cash, margin, WIP) for allocated frameworks/projects; drive monthly CVR, forecasting and earned value.
- Contract management: administer NEC3/NEC4/JCT (as applicable); robust change control and timely CEs/EoTs; maintain a clean audit trail.
- Client & stakeholder management: lead commercial meetings, negotiate final accounts, resolve issues early, and maintain strong client relationships.
- Supply chain & procurement: define procurement strategy, tender/let subcontracts, agree SoR/rates, manage liabilities, contra-charges and pay app cycles.
- Valuations & applications: produce and agree applications for payment, certify subcontractor valuations, and ensure accurate revenue recognition.
- Risk & compliance: maintain risk registers; ensure compliance with Group processes, standing orders and governance; support internal/external audits.
- Performance & reporting: deliver monthly dashboards (margin, variations, productivity, credits/defects, cash), with recovery actions where needed.
- People & improvement: mentor QS/ACost colleagues; contribute to bid/pricing reviews and lessons learned; embed best practice across the team.
Requirements
- 5-8+ years’ post-qualification experience as a QS/SQS with a Main Contractor (social housing/planned works preferred).
- Proven ownership of CVR, forecasting and commercial outcomes on multi-site programmes/frameworks.
- Strong working knowledge of NEC3/NEC4 (Option A/C/E) and/or JCT; confident with CEs, compensation events, EoTs and final accounts.
- Expertise in SoR/NHF, pricing, cost/value reconciliation and change control.
- Excellent negotiation, stakeholder and report‑writing skills; comfortable chairing commercial meetings.
- Advanced Excel; experience with ERP/finance systems (e.g., Navision/Dynamics, COINS, Causeway) an advantage.
- Degree‑qualified in Quantity Surveying (or equivalent). MRICS/MCIOB desirable.
