Job Overview
To manage and operate group customs duty strategy.
Responsibilities:
- Ensure operation of in-house UK Customs Warehouse system (SAP GTS) from a Customs perspective, ensure declarations are correct, issues identified and resolved.
- Maintain Clarks’ Customs Authorisation to ensure the business can continue to operate an efficient supply chain for Great Britain, Northern Ireland, Ireland and entries into mainland EU, these include: AEO-C; CFSP; Customs Warehouse; Customs Guarantee; UKIMS for NI; TAN account for Ireland; Customs registrations in Netherlands.
- Maintain Tariff Codes and review/set Seasonal Codes globally.
- Code queries and monitor and advise on changes.
- Liaise with samples team to monitor and maintain samples, and set relevant policy.
- Maintain and develop testing and review regime to ensure customs declarations for UK, Ireland and entries in to Mainland Europe are correct, with particular focus on ensuring preferential duty rates claimed and testing requirements of AEO-C are met.
- Prepare and submit retrospective duty claims where UK preferential duty rates are not claimed at point of import.
- Monitor customs regulations, duty rates and origin preference changes in UK, EU and other relevant jurisdictions and ensure Clarks prepare for these changes, including updating duty rate tables per the CW and Accounting systems, and informing the relevant stakeholders within the business.
- Monitor duty payments whether direct to Customs Authorities or via third parties to ensure they reconcile to import declarations.
- Ensure prepaid customs accounts and guarantees are funded and fully cover expected imports.
- Liaise and instruct customs agents within the UK and Europe to ensure that the correct customs standing instructions are provided to ensure all import and export declarations are correct.
- Advise the business on customs issues especially for non-standard transactions, working closely with the Supply Chain team.
- Work with the Finance Dept to ensure that the value of duty deferred in the Customs Warehouse is correctly accounted.
- Liaise with the US Customs manger to ensure Clarks’ footwear and handbags have the correct Commodity Codes allocated.
Experience & Qualifications
- Customs/Logistics qualification and significant knowledge & experience of Customs Regulations, both technical and practical.
- Extensive Customs Duty Regulation knowledge, both technical and practical.
- Good understanding of the business operations and processes to ensure tax opportunities are maximised and tax costs minimised.
- Strong Customs Warehouse and related systems experience, Bonded Warehouse experience preferable.
- Strong understanding of post-Brexit customs procedures, including but not limited to preferential duty rates, EU/ROI shipments ex UK, transfer under bond.
- Excellent report writing, correspondence skills.
- Experience of dealing directly with tax authorities.
- Experience of working autonomously on multiple projects and to strict deadlines.
- Strong analytical and economic analysis skills for data interpretation.
- Strong influencing and relationship building skills.
