Founded in 1978, Clark Contracts Ltd is a privately owned main contractor operating across Construction, Fit Out, Refurbishment, Housing and Maintenance. Employing over 280 people and with offices across Scotland, we continue to deliver high-quality projects across a diverse range of sectors throughout the UK.

Due to continued growth within our Refurbishment Division, we are looking to appoint an experienced Pre-Construction Manager to join our established and successful team. We are looking for an ambitious and collaborative Pre-Construction Manager to lead tender opportunities and excellent pre-construction solutions across our Refurbishment Division. Working as part of an experienced team, you will play a key role in securing future projects through high-quality submissions, innovative methodologies and strong client engagement.

You will be responsible for driving opportunities from tender enquiry through to contract award, developing compelling bid strategies, producing high-quality submissions and ensuring Clark Contracts continues to stand out in a competitive marketplace.

As our Pre-Construction Manager, you will lead tender opportunities from initial enquiry through to contract award, developing winning strategies and high-quality submissions that reflect our capabilities, experience and commitment to delivering exceptional projects. Working closely with our Estimating, Commercial, Design, Operational, Bid Proposals and HSEQ teams, you will coordinate all aspects of the tender process, ensuring submissions are compliant, competitive, professionally presented and delivered on time.

  • Leading and managing tender opportunities from enquiry through to contract award.
  • Reviewing tender documentation and developing winning bid strategies that maximise opportunity while identifying and mitigating project risks.
  • Coordinating tender deliverables and managing submission programmes to ensure quality and compliance throughout the bid process.
  • Researching clients, sectors and project opportunities to understand key drivers, evaluation criteria, risks and success factors.
  • Developing project-specific methodologies, construction sequencing, logistics plans, phasing strategies and delivery proposals.
  • Writing detailed technical responses that clearly demonstrate our understanding of the client's requirements, project challenges and proposed solutions.
  • Developing and maintaining bid programmes, risk registers, value engineering proposals and alternative solutions.
  • Preparing for and supporting tender interviews, presentations and client workshops.
  • Building and maintaining strong relationships with clients, consultants, subcontractors and supply chain partners.

A key aspect of the role will be continually improving the quality, innovation and effectiveness of our submissions. We are looking for someone who can bring fresh thinking, embrace technology and help differentiate Clark Contracts through clear, engaging and client-focused bid content.

  • Developing visually engaging methodologies and bid content that clearly communicate our approach to project delivery.
  • Utilising software, digital planning tools and innovative presentation techniques to enhance construction methodologies, logistics strategies and tender submissions.
  • Introducing new technologies and best-practice approaches that improve both the development and presentation of bid content.
  • Using visual planning techniques, storyboarding, graphics and presentation tools to create stand-out submissions.
  • Leading quality reviews to ensure submissions are technically robust, professionally presented and aligned with client requirements.
  • Enhancing templates, content libraries, methodologies and work-winning materials to support continuous improvement.
  • Capturing lessons learned and sharing best practice across the business to improve efficiency, quality and bid success rates.

The ideal candidate will have a strong background in pre-construction, bidding, estimating, contracts management or work-winning activities, together with a sound understanding of construction methodologies, project planning and project delivery. You will be confident engaging with clients, consultants, subcontractors and internal stakeholders, with the ability to communicate ideas clearly and present information in a compelling and professional manner. You'll take pride in producing exceptional submissions, continually seeking new ways to improve quality, enhance client engagement and strengthen our work-winning capability.

  • Experience within a Bid Management, Pre-Construction, Estimating or Work Winning role within the construction industry.
  • A strong understanding of construction methodologies, programming, sequencing, logistics and project delivery.
  • Experience producing high-quality technical submissions and managing competitive tender processes.
  • Commercial awareness and the ability to identify both risk and opportunity.
  • An interest in innovation, digital tools and new techniques that improve the quality and effectiveness of tender submissions.

This is a full-time, permanent position based at our Head Office in Paisley but due to the nature of the role travel may be required as business needs dictate it.
