Clackmannanshire and Stirling Health and Social Care Partnership is committed to delivering exceptional Mental Health and Learning Disability (MHLD) Services. As we develop our Partnership we are seeking to appoint a Service Manager to lead our Social Work and Social Care teams across the MHLD Portfolio.
The Service Manager is responsible for the day-to-day operations of their portfolio, ensuring high-quality services are delivered with effective financial, professional and staff governance. The role requires a candidate with a proven track record of leadership within a complex health and social care system who can demonstrate the emotional and managerial competence to lead, inspire and challenge colleagues at all levels to deliver excellence in Social Work and Social Care practice.
The successful applicant will play a critical leadership role with operational responsibility for six distinct teams across Clackmannanshire and Stirling Councils. These teams are:
- Mental Health Officer (MHO) Teams
- Learning Disability Teams
- Day Services

The post holder will work collaboratively with managers, health and social care leaders, trade unions and a wide variety of staff across the MHLD Services to ensure high quality care and treatment in the system. The successful candidate will provide oversight and management of the MHO, ASP and Council Officers Rotas.
The post holder will work closely with the Head of MHLD Services, providing operational assurance on the delivery of services within the portfolio. The nature of this post will also require a candidate who can collaborate and support the Chief Social Work Officers in each of Clackmannanshire and Stirling Councils in assuring professional governance of MHLD Social Work Services – the largest profession within this portfolio.
The Service Manager plays an integral role in the ongoing review of the services, ensuring the service user pathways and case management and review are cohesive. The successful candidate will be expected to represent our services at local, regional and national forums.

This post is considered Regulated Work with Children and / or Protected Adults under the Protection of Vulnerable Groups (Scotland) Act 2007. You will be required to join the PVG Scheme or undergo a PVG Scheme update check prior to a formal offer of employment being made by Clackmannanshire Council. Further guidance will follow in your conditional offer of employment on how to apply. Please note you will be required to pay for the cost of this application if your salary is over £38,000 per annum, which will be deducted from your first pay.
