Key Responsibilities
- HR Operations & Documentation: Support end-to-end HR operations including recruitment administration, payroll processing, compensation & benefits administration, and HR records management. Ensure proper documentation, filing, and maintenance of employee personal files (P-files), staff declarations, and HR records in accordance with regulatory and audit requirements.
- Recruitment & Staffing Support (Centre Operations): Support recruitment activities for centre-based roles including programme staff, relief staff, and HQ personnel. Coordinate interview scheduling, onboarding documentation, and employment confirmations. Maintain and update job descriptions across Student Care Centres and HQ. Assist with manpower tracking to support centres in meeting staffing ratios and operational needs.
- Work Pass & Statutory Administration: Handle application, renewal, and cancellation of work passes for foreign employees. Prepare and support statutory submissions including IR8A and IR21. Ensure accurate documentation to support compliance with MOM regulations and employment legislation.
- Attendance, Leave & Payroll Administration: Administer staff attendance, leave, bonuses, and payroll-related data. Support payroll accuracy for full-time, part-time, and relief staff. Coordinate HR and payroll data submission with internal and external stakeholders.
- Training, Onboarding & Compliance Support: Coordinate staff onboarding, orientation, and mandatory training records. Track training attendance and compliance requirements relevant to student care operations and child safeguarding. Support documentation for staff training and professional development activities.
- Employee Relations & Case Support: Support employee relations matters by preparing documentation and records related to staff conduct and disciplinary cases. Assist Centre Supervisors and HQ in maintaining proper documentation for employee issues. Escalate complex disciplinary or safeguarding matters to the Director / HR Lead.
- Insurance, Workplace Safety & Incident Administration: Support the administration and renewal of medical insurance and work injury compensation insurance. Assist with documentation and processing of workplace accident reports, medical claims, and insurance claims. Maintain accurate incident records in collaboration with centre and HQ teams.
- HR Reporting & Policy Administration: Prepare HR reports and summaries for management review. Support the implementation and administration of HR policies and procedures relevant to Student Care Centre operations. Ensure consistent application of HR processes across centres.
- Culture, Engagement & Operational Support: Support staff engagement and retention initiatives through administrative and coordination support. Assist Centre Supervisors in promoting a professional, respectful, and child-safe workplace environment aligned with organisational values.
Job Requirements
- Minimum 3 years of HR experience, preferably in education, student care, childcare, enrichment, or social service sectors.
- Hands-on experience in HR administration and documentation, payroll, attendance, and leave management, and recruitment coordination for centre-based, part-time, and relief staff.
- Working knowledge of employment legislation and MOM requirements.
- High integrity with strong respect for confidentiality and professionalism.
- Structured, detail-oriented, and organised working style.
- Ability to multitask and work under operational pressure.
- Strong interpersonal and communication skills to work with centre and HQ stakeholders.
- Numerically inclined with good follow-up and documentation skills.
- Proficient in MS Office; experience with INFO-TECH HRM System is an advantage.
