Based at Harwell/Bisley/Griffin Park - Hybrid working. Salary up to £62,509 plus a £2,000 South East Allowance (if relevant) and generous benefits package. Permanent, 37 hours per week.
The Civil Nuclear Constabulary (CNC) is an armed police service that’s dedicated to the nuclear industry. The Health and Safety Manager will support the Head of OH, Safety and Wellbeing to provide leadership and management to the health, safety and wellbeing team to support the development and delivery of a proactive and robust Health, Safety and Wellbeing service that supports the implementation of the CNC people strategy.
The post holder will lead on the health and safety workstream, providing information and advice to stakeholders on any strategic health and safety matters with the potential to impact upon constabulary operations and delegating work to the team where required, in doing so, ensuring compliance with legislative and policy requirements.
Key Responsibilities
- Working closely with the Head of OH, Safety and Wellbeing and other managers to ensure the department delivers holistic and co-ordinated health, safety and wellbeing services across the organisation.
- As a member of the Senior Management Team, support the Head of Department and People Director with implementation of relevant strategies, whilst providing strategic and day-to-day leadership to drive the delivery of functional and local plans.
- Lead and manage key contracts for external health and safety services, ensuring tender processes are managed effectively and in a legally and budgetary compliant manner.
- Act as senior health and safety business partner to the CNC by providing expert advice at relevant forums such as Risk Assessment Panels, change projects and project group meetings driving forward any identified pieces of work as appropriate.
- Ensure compliance with regulatory, legislative and policy requirements.
- Carry out environmental scanning on relevant aspects of health and safety to continuously identify and address relevant emerging issues associated with the health, safety and wellbeing of people in the workplace and to ensure that CNC policies and practices and health and safety services remain compliant with developments in legislation and national best practice.
- Provide advice and recommendations to Senior Managers, highlighting risks and opportunities for development.
- Take ownership and responsibility for implementation of relevant health and safety initiatives and projects.
- Provide high quality coaching and training to the organisation regarding all matters related to health and safety and provision of presentations at external forums championing the work of the CNC as appropriate.
- Lead and develop the team of CNC risk assessors ensuring regular CPD is maintained and act as an escalation point for assessors.
Skills and Experience
- A proven track record in health and safety management and provision of strategic level advice in a police force or similar organisation, ideally within a firearms environment.
- Membership of IOSH or equivalent health and safety body.
- Experience in undertaking management roles preferably in a geographically dispersed function.
- Experience of contributing to the development, implementation and evaluation of strategies and policies.
- Experience of provision of H&S advice at a senior level.
- Knowledge of typical Occupational Health, Safety and Wellbeing issues in an armed police service and the inter-relationships and inter-dependencies of the areas.
- Highly developed analytical and report writing skills.
- Ability to critically analyse complex information and evaluate a range of options to identify service improvements.
- Excellent communication: verbal and written, and ability to communicate at all levels.
- Qualified or working towards NEBOSH National Diploma for Occupational Health and Safety Management Professionals or equivalent is desirable.
This role has been assessed as suitable for hybrid working with a 60% / 40% split, which will be discussed and agreed with the successful individual.
