The Role

Do you enjoy working with control processes, analysing complex information and understanding how things work? If you have a background in financial administration, assurance or compliance, this role is a great opportunity in regulatory assurance within a high‑profile, public interest environment. Working closely with the Manager, Financial & Operational Assurance, you will play an important role in delivering financial, operational and regulatory oversight across ATOL holders and third‑party consumer protection arrangements. This is a varied position where strong attention to detail and a collaborative approach are essential. By reviewing and challenging complex financial and legal documentation, you will help ensure effective safeguards are in place, supporting the Air Travel Trust and protecting ATOL customers.

  • Supporting financial and operational assurance activity across ATOL holders, Accredited Bodies and Franchise arrangements.
  • Knowledge of escrow arrangements (third party holding funds, assets or documents) and the high value or complex transactions relating to escrow.
  • Provide advice to the ATOL Licensing teams on potential security and guarantee arrangements (e.g. escrow) and the preparation of licensing conditions for new, renewed or varied ATOL licenses, ensuring financial security aligns with regulatory and legal requirements.
  • Oversee the tailoring of security arrangements to support sometimes complex licensing arrangements.
  • Preparing eligibility assessments and onboarding of new surety bond providers.

Governance

  • Monitoring and overseeing compliance with trust and escrow account requirements, liaising with trustees, banks and regulated businesses, maintain and update trust, escrow and standard assurance templates.
  • Maintaining accurate records and secure storage of all collateral documents held on behalf of the Air Travel Trust (ATT) and relevant finance documents, maintaining an up‑to‑date register of them and timely issuance, renewal, and compliance.
  • Monitoring Regulatory Assurance inboxes, assessing reports and ensuring correspondence is addressed quickly and escalated when appropriate.

Stakeholder Management

  • Build and maintain strong relationships with internal and external stakeholders and customers such as trustees, banks, merchant acquirers and payment solution providers, bond obligors, and industry stakeholders.
  • Act as a senior escalation point for complex and high‑risk matters, collaborating across teams to support risk mitigation and a smooth licensing process.

About You

  • Demonstrate in‑depth knowledge of financial security instruments e.g. trust and escrow accounts, surety bond instruments and parent guarantees.
  • Experience of the CAA’s ATOL Licensing process / product.
  • Ability to review, interpret and amend complex financial or legal documentation.
  • Skilled in producing written communications including accurate reports.
  • Excellent MS Office suite skills, particularly in Excel and Word.
  • The ability to manage multiple tasks, meet deadlines and priorities workstreams effectively.
  • Resilient to deal with uncertainty, difficult conversations, multiple priorities and dealing with high volumes of work.
  • Comprehensive understanding of the regulatory and legal framework within which the CAA and its stakeholders operate, including general consumer protection legislation.
  • Strong numerical and analytical skills with excellent attention to detail, able to produce insights and present findings on data.

Additional Information

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance. To be vetted you must have the right to work in the UK so that meaningful checks can be undertaken. If you do not meet these requirements, we may not be able to accept your application. Relocation & Property

The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations. We will be moving to a new local home, up to a 15‑mile radius of Aviation House, to minimise disruption for our valued colleagues and customers. We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028.
