Join to apply for the Systems Owner role at Civil Aviation Authority. We are the UK's aviation and aerospace regulator and recognised as a world leader in its field. Our activities are diverse, enabling the aviation industry to meet the highest safety standards, and we pride ourselves on our ability to adapt to the constantly evolving aviation environment.

Remotely Piloted Aircraft Systems have become ubiquitous, and we’re just starting to explore their application in modern society. As this emerging industry begins to flourish, the CAA must be there to support its growth and ensure its continuing safety. In 2019 we launched the Drone and Model Aircraft Registration and Education Service (DMARES). Functionally, DMARES is a cloud-based portal that anyone operating a drone in the UK, personally or commercially, that weighs over 250g must register on. DMARES has exceeded all expectations and has seen incredible demand for its services. This demand highlights the necessity of this service and we at the CAA are committed to ensuring that our systems provide the best experience for our customers.

We are looking for a Systems Owner or Analyst to join the Future Safety product team. The role will support the RPAS Product Owner in the coordination, development, configuration, maintenance, operation, and the ongoing administration of the Azure cloud-based system.

Responsibilities:

  • Regularly review & analyse data from the system and use it to define and deliver CAA wide improvements as well as produce reports / other publications.
  • Ensure that the DMARES system, associated business processes and related procedures adhere to organisational processes, policies, and guidelines.
  • Ensure compliance with relevant administration requirements and governance processes.
  • Manage the daily administration of RPAS systems.
  • Ensure that the system reflects our business processes, presents an integrated solution and that the appropriate security and controls are in place and safeguarded.
  • Accurately analyse and document business requirements that will clearly define their type, including functional or non-functional, User Stories and Acceptance Criteria.
  • Support the Test Team in developing testable criteria.
  • Baseline current-state processes and design potential future-state processes.
  • Ensure that legislation, policy, and written guidance are clearly identified and developed.
  • Lead any consultation, negotiation and coordination activity on Product related issues.
  • Collaborate with and obtain feedback from system customers to ensure that the CAA is capturing the voice of the customer and that any insights gained are translated into meaningful and impactful system features and capabilities.
  • Partner with internal colleagues and 3rd party Service Support providers to ensure that errors and system performance issues are raised and resolved in a timely way for optimum system performance.
  • Ensure that the release process is managed effectively.
  • Facilitate, coordinate and coach Agile Scrum processes and ensure teams are coached on agile Scrum principles and practices.
  • Ensure the team works collaboratively and efficiently to deliver high-quality products.
  • Support the team in resolving issues and challenges that may arise due to upgrades, releases, fixes and enhancements.
  • Facilitate effective end user support to ensure adoption and ease of use.
  • Provide expertise and point of contact for any escalation issues, being the Subject Matter Expert for the system in various internal and external user groups.
  • Work with RPAS Unit and other business colleagues to collate business requirements and create change requests, to deliver continuous improvement through system optimisation and to help build and maintain the internal improvements roadmap.
  • Lead on the creation and delivery of training material and guidance for colleagues that simplifies use and enhances knowledge of the system and associated processes.
  • Manage data integrity issues raised through reporting and other avenues such as duplicate or incorrect data.
