This is a 3-month contract role with a local authority, focused on leading a targeted programme of financial recovery and transformation within adult social care commissioning. The primary objective is to recover outstanding debt related to commissioned services and to design and embed robust systems, processes, and governance for sustainable financial management, preventing future financial issues.

Responsibilities

  • Develop and implement a comprehensive financial recovery approach within commissioning services.
  • Define policies, frameworks, and governance for effective financial management.
  • Drive a system-wide transformation programme addressing root causes of financial issues.
  • Lead debt recovery activities, collaborating with Integrated Care Boards (ICBs) and health partners to reconcile and recover outstanding funding.
  • Establish clear financial accountability and ownership across commissioning services.
  • Monitor financial performance and implement controls to enhance transparency and reporting.

Essential Experience

  • Extensive experience in commissioning-led transformation within local government or a similar public sector environment.
  • Proven track record of delivering financial recovery or improvement programmes.
  • Experience in designing and embedding systems, processes, and governance frameworks to improve performance.

Essential Qualifications

  • Degree or equivalent experience in a relevant field (e.g., Public Administration, Finance, Health & Social Care, or related discipline).
  • Evidence of continuous professional development.
  • Relevant professional or leadership qualification (desirable).

Additional Information

  • Working hours: 37 hours per week.
  • Rate: £550 - £650 per day (inside IR35, flexibility for exceptional candidates) - please state YOUR pay rate on your CV.
  • Duration: To be agreed (focused delivery with defined milestones).
  • 1-2 days on site. We work on a bi-weekly schedule.
