The Programme Director (Transport for City Regions) is a pivotal role responsible for leading the strategic delivery of complex, high-value transport programmes across city regions. This position is crucial for overseeing programme governance, stakeholder engagement, and delivery assurance, ensuring that projects are completed on time, within budget, and in alignment with regional economic and infrastructure priorities.

Responsibilities

  • Lead the development and delivery of large-scale transport programmes across city regions.
  • Provide strategic direction to ensure alignment with national, regional, and local transport objectives.
  • Drive programme outcomes that support economic growth, regeneration, and sustainability goals.
  • Oversee end-to-end programme delivery, ensuring milestones, budgets, and quality standards are achieved.
  • Establish and maintain robust programme governance frameworks.
  • Manage risks, issues, and dependencies across multiple projects within the programme.
  • Ensure compliance with regulatory, funding, and policy requirements.

Essential Experience Required

  • Extensive experience leading large-scale infrastructure or transport programmes at a senior level.
  • Proven track record of delivering complex, multi-stakeholder programmes within the public sector or regulated environments.

Essential Qualifications Required

  • Degree or equivalent in a relevant discipline (e.g., Engineering, Transport Planning, Project/Programme Management, or similar).
  • Professional qualification in programme management (e.g., MSP, PRINCE2, or equivalent) – highly desirable.
  • Membership of a relevant professional body (e.g., APM, ICE, CIHT) – desirable.

Additional Information

  • Working hours: 35 hours per week
  • Location: Cunard Building, Water Street, Pier Head, Liverpool, Merseyside, L2 2BS, United Kingdom
  • Work pattern: Could be either 2 days or 3 days in the office dependent on meetings and service needs
  • Schedule: Bi-weekly
