Summary
Responsibilities
Public Health & Pollution Control
- Investigate and handle complaints related to:
- Noise, odour, and artificial light nuisances
- Issues at commercial and residential premises
- Private drainage concerns
- Filthy and verminous conditions
- Waste accumulations
- General public health issues
- Noise, odour, and artificial light nuisances
- Decide on suitable enforcement actions in accordance with legislation and departmental guidelines.
- Perform inspections and site investigations.
- Collect, evaluate, and present evidence to support enforcement measures.
- Prepare legal documents and enforcement notices as needed.
Planning & Licensing
- Offer Environmental Health insights on planning applications.
- Address Licensing consultations.
- Evaluate potential environmental impacts and provide recommendations.
- Collaborate with Planning, Licensing, and other Council departments.
Enforcement & Legal Proceedings
- Implement legislation pertinent to Environmental Health and Public Protection.
- Conduct investigations and compile evidence for legal actions.
- Assist in prosecutions and attend court when necessary.
- Ensure statutory duties are fulfilled efficiently and professionally.
Service Delivery
- Address service requests and complaints within set timelines.
- Keep precise records and manage case information.
- Utilize national and local databases effectively.
- Contribute to departmental business plans and service goals.
- Engage in emergency public health response activities and on-call duties as required.
Partnership Working
- Collaborate with internal departments and external agencies.
- Communicate with residents, businesses, contractors, and stakeholders.
- Support joint efforts to enhance public health and environmental quality.
Essential
Requirements
- Degree in Environmental Health or an equivalent recognized qualification.
- Registered Environmental Health Officer or eligibility for registration with the Chartered Institute of Environmental Health (CIEH).
- Comprehensive understanding of environmental health legislation and enforcement capabilities.
- Experience in investigating:
- Statutory Nuisance Complaints
- Noise Complaints
- Public Health Issues
- Pollution Control Matters
- Filthy and Verminous Premises
- Waste Complaints
- Statutory Nuisance Complaints
- Proficiency in enforcement actions, evidence collection, and legal processes.
- Experience in preparing cases for prosecution and court appearances.
- Strong skills in report writing and case management.
- Ability to work independently and handle a diverse caseload.
- Excellent communication and stakeholder engagement abilities.
- Capability to travel independently for inspections and site visits.
Desirable
- Experience within a Local Authority Environmental Health Service.
- Familiarity with responding to Planning and Licensing consultations.
- Experience in supervising staff in the absence of managers.
- Additional qualifications in Environmental Health or management.
- Proficiency in the Welsh language.
