To provide strategic leadership and operational oversight of pre-construction delivery, asset programmes, and capital investment planning, ensuring the successful development and delivery of major works programmes that achieve value for money, regulatory compliance, and positive outcomes for residents.

The postholder will lead the development of robust, data-driven investment programmes, ensuring accurate asset information, effective prioritisation of works, and compliance with social housing regulatory requirements.

The role will be responsible for shaping and delivering a rolling five-year major works programme, supporting the organisationâ s investment objectives, improving asset quality, and ensuring homes meet statutory and regulatory standards.

Working collaboratively across internal teams and external partners, the role will drive effective procurement planning, resident engagement, budget management, and continuous improvement across capital delivery activities.

Key Responsibilities

  • Provide effective leadership and management of the asset programmes and pre-construction function, ensuring delivery of required outcomes for the organisation and residents.
  • Lead the development, management, and delivery of a rolling five-year Major Works (Capital) Investment Programme, ensuring it is resident-focused, value for money, and aligned with strategic priorities.
  • Develop intelligent capital programmes using accurate asset data, condition surveys, repairs history, energy efficiency information, and resident feedback to inform investment decisions.
  • Lead on asset condition data management, ensuring the organisation maintains an accurate and evidenced understanding of housing stock condition in line with regulatory requirements.
  • Ensure homes meet the Governmentâ s Decent Homes Standard and support compliance with the Regulator of Social Housingâ s Safety and Quality Standard requirements.
  • Lead the development of investment programmes to support compliance with Minimum Energy Efficiency Standards (MEES), including planning for homes requiring improvements by 2030.
  • Manage the development of a significant annual Major Works investment programme (circa £20m per annum), ensuring effective prioritisation, forecasting, and delivery against organisational and financial objectives.
  • Lead the production and delivery of the Major Works Procurement Plan, ensuring compliance with procurement legislation, regulations, and organisational requirements.
  • Support the successful procurement and mobilisation of major capital works contracts, ensuring value for money and delivery against agreed budgets.
  • Work collaboratively with internal teams, external partners, and stakeholders to ensure effective delivery of capital programmes.
  • Lead resident engagement and involvement activities relating to major works, ensuring residents are informed, consulted, and actively involved throughout the process.
  • Support service improvement initiatives that enhance delivery performance, resident outcomes, and operational effectiveness.
  • Provide accurate budget planning, monitoring, reporting, and forecasting to support effective financial management.
  • Ensure effective governance, reporting, and performance monitoring across asset programmes and pre-construction activities.

Requirements

Experience

  • Significant experience operating successfully within Major Works, Capital Delivery, Asset Management, or Pre-Construction environments.
  • Proven experience developing and delivering large-scale capital investment programmes within a housing or property environment.
  • Demonstrable experience using asset data, condition information, and customer insight to inform investment decisions and programme development.
  • Experience delivering projects within a regulated social housing environment, with knowledge of relevant legislation and regulatory requirements.
  • Experience leading or supporting procurement of major works programmes and contracts.
  • Experience managing significant budgets, including forecasting, monitoring, and reporting.
  • Experience delivering resident engagement and involvement activities associated with major works programmes.
