This is a 3-month contract role with a local authority, focused on leading the development and delivery of Prevention Strategy and All-Age Carers Strategy within Adult Social Care. The position is pivotal in driving a system-wide approach to prevention, empowering residents to live independently, enhancing wellbeing outcomes, and optimising resource utilisation. The role requires collaboration across council departments, health partners, and the voluntary, community, and social enterprise (VCSE) sector to co-create sustainable solutions that prevent, reduce, and delay the need for statutory services.

Responsibilities

  • Lead the design and implementation of the Prevention Strategy in line with 'Prevent, Reduce, Delay' principles.
  • Collaborate with Housing, Public Health, ICB commissioners, and VCSE partners to integrate prevention across the system.
  • Foster neighbourhood working and enhance community resilience through effective partnerships.
  • Analyse demand data to identify trends and allocate resources efficiently.
  • Ensure prevention and early intervention initiatives are evidence-based, measurable, and outcome-focused.
  • Maximise the impact of funding streams such as BCF, Public Health Grant, and Disabled Facilities Grant.
  • Align investment decisions to prevent duplication and ensure value for money.

Requirements

  • Significant experience in strategic commissioning within Adult Social Care.
  • Proven experience in partnership working with the VCSE sector.
  • Experience in leading strategy development and system-wide transformation programmes.
  • Strong understanding of prevention, early intervention, and carers agendas.
  • Experience in budget management and aligning funding to outcomes.
  • Track record of stakeholder engagement across complex systems, including local authority, NHS, and community partners.

Essential Qualifications

  • Relevant degree or equivalent professional experience in fields such as Public Health, Social Care, or Policy.
  • Evidence of continued professional development in commissioning, leadership, or related areas.

Additional Information

  • Working hours: 37 hours per week.
  • Subject to enhanced DBS check including Children's & Adults' Barred Lists.
  • Location: 25 Windsor Road, Slough, Berkshire, SL1 2EJ, United Kingdom.
  • Work pattern: 2 days in the office with some flexibility. Bi-weekly schedule.
