Job Purpose

As a Private Sector Housing Officer, you will undertake a full range of private sector housing enforcement activities to improve housing standards and ensure compliance with relevant legislation. You will carry out inspections, investigate complaints, take enforcement action where necessary, and work with landlords, tenants, and partner agencies to deliver safe and well-managed housing across the borough.

Key Duties/Accountabilities

  • Conduct HHSRS (Housing Health and Safety Rating System) inspections.
  • Undertake HMO inspections and ensure compliance with housing legislation.
  • Investigate housing complaints, disrepair issues, and statutory nuisances.
  • Serve legal notices and undertake enforcement action where required.
  • Prepare evidence and support legal proceedings relating to housing enforcement.
  • Carry out inspections of private rented sector properties.
  • Investigate empty properties and support initiatives to bring them back into use.
  • Assist with caravan site licensing and regulatory compliance activities.
  • Provide advice and guidance to landlords, tenants, and property owners.
  • Maintain accurate records, reports, and case management documentation.
  • Ensure compliance with relevant housing legislation, policies, and procedures.
  • Work collaboratively with internal departments and external agencies.

Essential Experience Required

  • Extensive experience in Private Sector Housing enforcement.
  • Experience undertaking HHSRS inspections.
  • Experience carrying out HMO inspections and enforcement activities.
  • Experience serving legal notices and undertaking enforcement action.
  • Experience investigating nuisance complaints.
  • Strong knowledge of housing legislation and enforcement procedures.
  • Experience preparing reports, evidence, and case files.
  • Experience working independently and managing a varied caseload.
  • Experience within a local authority housing regulatory environment.

Essential Qualifications Required

  • Environmental Health Degree or equivalent qualification.
  • Current knowledge and experience in Private Sector Housing.
  • Full UK Driving Licence.
  • Standard DBS Check.
  • Ability to undertake site visits and inspections across the borough.

Additional Information to Note

  • Working hours: 36 hours per week.
  • Hybrid working arrangement available.
  • Approximately 50% field-based and 50% desk-based (home and office).
  • Location: Stanley Industrial Estate, Skelmersdale, Lancashire, WN8 8EE.
  • Standard DBS required.
  • Full UK Driving Licence required.
  • DVLA Check required.
