Summary

The Market Management Service is dedicated to ensuring that Enfield’s Private Rented Sector (PRS) effectively meets the needs of residents through various interventions, including emergency and temporary accommodation provision, procurement, allocation, and housing management services. The Housing Supply Officer is integral to maintaining a steady supply of Temporary Accommodation (TA) and PRS housing that meets demand and quality standards. This role involves procuring new housing supply, managing landlord relationships, and facilitating the transition of households into suitable accommodations. The focus is on increasing the availability of PRS and temporary housing options, reducing reliance on emergency accommodation, and ensuring the effective delivery of housing solutions to fulfil the Council’s statutory homelessness duties.

Key Responsibilities

  • Work proactively with the housing market to increase the supply of Temporary Accommodation (TA) and Private Rented Sector (PRS) housing.
  • Procure PRS properties on commercially sustainable terms for use by Enfield households.
  • Identify and secure Private Leased Annexes (PLA) and Private Sector Leasing (PSL) opportunities for temporary housing provision.
  • Support the conversion of existing leases onto new leasing schemes in line with Council policies.
  • Facilitate timely and efficient hand back of properties when leases end.
  • Build and maintain strong relationships with landlords, agents, and suppliers to increase housing supply.
  • Provide advice and guidance to landlords to build trust and encourage participation in PRS schemes.
  • Work closely with internal teams to ensure housing supply aligns with demand and operational needs.
  • Support the reduction of households in emergency and temporary accommodation by securing appropriate PRS placements.
  • Monitor service performance, logging delivery issues and complaints, and implementing corrective actions where necessary.

Experience Required

  • Experience working within housing supply, private rented sector procurement, or homelessness services.
  • Proven experience engaging with landlords, agents, and property suppliers.
  • Experience in negotiating lease agreements or housing procurement arrangements.
  • Experience working in a target-driven environment focused on increasing housing supply.
  • Experience of handling complaints and resolving service delivery issues.
  • Experience working within a local authority or similar environment (desirable).

Qualifications & Skills

  • Strong understanding of the Private Rented Sector (PRS) and temporary accommodation provision.
  • Knowledge of housing legislation, homelessness duties, and leasing schemes (desirable).
  • Excellent negotiation and relationship management skills.
  • Strong communication skills, both written and verbal.
