Job Purpose

The Learning Disabilities Commissioner plays a key strategic role in designing, commissioning and improving services for adults with learning disabilities and their carers. The postholder will lead on the development and delivery of commissioning strategies that promote independence, prevent escalation of need, reduce health inequalities and deliver high-quality, value-for-money services.

Key Duties/Accountabilities

  • Lead on commissioning for a designated portfolio of learning disability services (e.g. day services, respite, advocacy, employment support, community-based services).
  • Design, implement and review commissioning strategies, service redesign programmes and improvement initiatives.
  • Undertake needs analysis, market analysis and cost-benefit modelling to inform service development and future sufficiency planning.
  • Ensure services are outcomes-focused, evidence-based and deliver value for money.
  • Initiate and manage procurement activity in line with Council governance, commissioning frameworks and contract regulations.
  • Monitor provider performance, manage contracts and drive continuous service improvement.

Essential Experience Required

  • Proven experience in commissioning, service transformation, contract management or service improvement within adult social care or a related public sector environment.
  • Experience of designing, implementing and evaluating services or programmes for people with learning disabilities.
  • Demonstrable experience of partnership working across multi-disciplinary teams, providers and external stakeholders.

Essential Qualifications Required

  • Degree or equivalent professional qualification, or significant relevant experience in social care, commissioning, public service or a related field.
  • Strong knowledge of learning disabilities services, markets and best practice models of care and support.
  • Good understanding of relevant legislation and policy relating to adult social care, health, housing and the public sector.

Additional information to note

Working Hours: 36 hours per week. We work on a bi-weekly schedule. The role closes on 8th May 2026, apply ASAP.
