Job Description

6 Month Contract With A Local Authority

Job Purpose

To provide specialist support, configuration, reporting and development expertise for the Council's HR and Payroll systems, with particular focus on MHR iTrent and Business Objects reporting solutions.

The postholder will play a key role in maintaining, developing and optimising core HR and payroll systems, supporting business‑critical processes across the employee lifecycle. Working within a multi‑disciplinary systems team, the role will deliver reporting solutions, system enhancements, data analysis, reconciliations and user support while ensuring data integrity, security and operational efficiency.

The role requires strong technical expertise in iTrent, Business Objects and data analysis, alongside the ability to work collaboratively with internal stakeholders and external software providers to support continuous improvement and system development initiatives.

Key Responsibilities

  • Develop, design and maintain Business Objects reports of varying complexity.
  • Create and manage automated reporting schedules and reporting solutions.
  • Produce regular and ad-hoc management information reports for stakeholders.
  • Perform detailed data analysis, validation and reconciliations.
  • Analyse HR and payroll data to identify discrepancies, trends and opportunities for improvement.
  • Support the configuration, administration and development of the MHR iTrent system.
  • Implement system configuration changes, enhancements and process improvements.
  • Support system upgrades, testing activities and software releases.
  • Maintain data integrity and ensure system functionality operates effectively.
  • Manage and resolve user support requests through the Council's CRM and support systems.
  • Investigate and troubleshoot system issues, escalating where appropriate.
  • Administer system access, permissions and security controls.
  • Support integration and data flow between iTrent and other corporate systems.
  • Identify opportunities to automate processes and improve system efficiency.
  • Work closely with HR, Payroll, Finance, ICT and other service areas to understand business requirements.
  • Liaise with software suppliers and external partners regarding system development and support.
  • Assist in documenting processes, system changes and technical procedures.
  • Support projects involving system enhancements, digital transformation and service improvements.
  • Ensure compliance with data protection, security and information governance requirements.
  • Contribute to the ongoing development of reporting frameworks and business intelligence capabilities.

Requirements

  • Significant experience supporting, configuring and developing MHR iTrent systems.
  • Proven experience creating and maintaining Business Objects reports.
  • Experience developing complex and automated reporting solutions.
  • Strong data analysis and reconciliation skills.
  • Advanced Microsoft Excel or Google Sheets skills, including:
    • Formulas
    • Pivot Tables
    • Data Validation
    • Lookup Functions
    • Data Analysis Techniques
  • Experience managing HR, Payroll or Workforce Management data.
  • Experience supporting enterprise business systems within a complex environment.
  • Knowledge of system security, user access controls and permissions management.
  • Strong troubleshooting and problem‑solving skills.
  • Experience managing support tickets and system incidents.
  • Ability to analyse business requirements and translate them into system solutions.
  • Excellent communication and stakeholder management skills.
  • Ability to manage multiple tasks and competing priorities.
  • Strong attention to detail and commitment to data accuracy.
  • Experience working within Local Government or the Public Sector.
  • Experience with Halo CRM or similar support management systems.
  • Experience supporting HR and Payroll system integrations.
  • Knowledge of SQL, data extraction or reporting tools.
  • Experience supporting digital transformation or systems improvement projects.
  • Understanding of HR, Payroll and Workforce Management processes.
  • Experience working with Business Intelligence and performance reporting frameworks.
