Job Purpose

To lead the delivery of the Councilâ s commercial property agenda, with a particular focus on a significant asset disposals programme and the strategic management of a mixed-use commercial portfolio. The role is responsible for maximising asset value, generating capital receipts and income, supporting regeneration objectives, and providing expert property advice to senior stakeholders. As a key member of the Property team, the postholder will help shape and deliver the Councilâ s commercial strategy while balancing financial, social, and sustainability outcomes.




Key Responsibilities

  • Lead the delivery of the Councilâ s disposals programme, ensuring maximum capital receipts and compliance with all statutory and governance requirements.
  • Manage and oversee a mixed commercial property portfolio, driving performance, income generation, and risk mitigation.
  • Lead the Estates surveying function across disposals, acquisitions, and other strategic property transactions.
  • Support and deputise for the Head of Property & Development as required.
  • Identify, assess, and progress commercial, regeneration, and development opportunities that contribute to the Councilâ s strategic objectives.
  • Produce and review viability appraisals, options appraisals, business cases, and other property-related evaluations.
  • Negotiate complex property transactions, ensuring the protection and enhancement of asset value while securing favourable commercial outcomes.
  • Provide strategic property and estates advice to senior officers, elected members, and key stakeholders.
  • Contribute to service planning and the implementation of the Councilâ s asset management and disposals strategies.
  • Build and maintain effective working relationships with internal departments, external partners, developers, consultants, and occupiers.
  • Ensure all property activities are undertaken in accordance with relevant legislation, professional standards, and Council policies.


Requirements

Essential

  • Significant experience delivering asset disposals programmes within a complex property estate.
  • Strong track record in the management of mixed-use commercial property portfolios.
  • Demonstrable commercial acumen with experience of maximising asset value and delivering strong financial outcomes.
  • Proven ability to negotiate and conclude complex property transactions.
  • Experience providing strategic property advice to senior stakeholders and decision-makers.
  • Strong understanding of property valuation, development appraisal, investment, asset management, and regeneration principles.
  • Experience leading property projects and managing competing priorities within a fast-paced environment.
  • Excellent communication, influencing, and stakeholder management skills.
  • Degree in Estate Management, Real Estate, Property, or a related discipline, or equivalent relevant professional experience.
  • Full professional membership of a recognised professional body:
    • MRICS (Member of the Royal Institution of Chartered Surveyors), or
    • Equivalent recognised professional accreditation.

Desirable

  • Experience working within the public sector.
  • Experience gained within both public and private sector property environments.
  • Knowledge of local government governance, decision-making processes, and statutory requirements relating to property transactions.
  • Experience delivering regeneration, development, and income-generating initiatives.
  • Previous experience managing or mentoring professional surveying teams.
