Summary
Halton Borough Council is in search of a seasoned Principal Highways Engineer to offer expert leadership, specialized guidance, and technical proficiency in various aspects of highways engineering and development control. Collaborating closely with the Service Manager, you will be instrumental in steering the Council's highways development control operations. Your role will ensure that highway infrastructure plans are meticulously designed, evaluated, and executed to meet the highest standards, aligning with the Council's broader strategic goals. This position presents a prime opportunity for a skilled highways professional to engage with a diverse array of development, infrastructure, and regeneration projects within a Local Authority setting.
Key Responsibilities
- Lead the response to planning application consultations, offering specialized highways insights.
- Assess and review highway modeling, infrastructure design, and construction proposals.
- Oversee and coordinate the Council's highways development control procedures.
- Evaluate proposals from developers, consultants, contractors, and third parties.
- Ensure compliance of highway schemes with legislation, standards, and best practices.
- Prepare briefs and assist in the procurement, supervision, and management of specialist consultants.
- Collaborate with internal teams and external stakeholders to advance highways projects and infrastructure enhancements.
- Engage with developers, consultants, elected members, partner organizations, statutory bodies, and the public.
- Support the coordination of maintenance and infrastructure schemes across local and regional boundaries.
- Draft technical reports and recommendations for senior management, the executive board, and policy & performance boards.
- Attend meetings, hearings, consultations, and court proceedings as necessary.
- Act as a deputy for the Service Manager when required.
- Stay informed on current highways legislation, policy, and industry standards.

- Extensive experience in a highways engineering environment.
- Strong knowledge of highways development control, highway design, traffic and transport infrastructure, highways legislation, and planning processes.
- Experience in responding to planning application consultations.
- Proficiency in assessing highway modeling and infrastructure proposals.
- In-depth understanding of highway design standards and construction requirements.
- Experience managing consultants, contractors, and external stakeholders.
- Excellent report writing and presentation skills.
- Strong project management and organizational capabilities.
- Ability to provide authoritative technical advice on complex highways issues.
- Exceptional communication and stakeholder engagement skills.
Desirable
- Degree in Civil Engineering, Highways Engineering, Transportation, or a related field.
- Chartered status or working towards it with a relevant professional body.
- Experience in Local Authority highways.
- Experience with regeneration and major infrastructure projects.
