6 Month Contract With A Local Authority

Job Purpose

To lead the development and delivery of integrated commissioning and system transformation across health, social care, and wider support services. Working across the Royal Borough of Greenwich and NHS South East London Integrated Care Board, the postholder will drive strategic commissioning activity, service redesign, market development, and partnership working to improve outcomes for residents. The role is responsible for leading high-value commissioning projects, implementing transformational change, and ensuring services are effective, sustainable, and deliver value for money.

Key Responsibilities

  • Lead strategic commissioning and system development activities across designated adult or children’s service areas.
  • Develop and implement integrated commissioning strategies, action plans, and service models aligned to local priorities and outcomes.
  • Lead high-value commissioning, transformation, procurement, and service redesign projects.
  • Interpret and apply relevant legislation, policy, and statutory guidance to inform commissioning decisions and service development.
  • Develop outcome-focused strategies, service specifications, and commissioning plans in collaboration with residents, partners, and stakeholders.
  • Manage commissioning budgets and contribute to financial planning, ensuring value for money and effective use of public resources.
  • Identify opportunities to improve service efficiency, integration, and outcomes across health and social care systems.
  • Build and maintain strong relationships with providers, partner organisations, service users, and community stakeholders.
  • Lead market engagement, provider development, and market sustainability initiatives to ensure high-quality and responsive services.
  • Analyse data, market intelligence, performance information, and population needs to inform strategic planning and commissioning decisions.
  • Oversee contract management, quality assurance, and performance monitoring arrangements across commissioned services.
  • Drive innovation, continuous improvement, and service transformation through co-production and partnership working.
  • Produce and present reports, business cases, strategic recommendations, and performance information to senior leaders and governance boards.
  • Provide leadership, support, and performance management to commissioning staff and contribute to workforce development initiatives.
  • Support the delivery of organisational priorities through collaborative working across the Council, NHS, providers, and wider system partners.

Requirements

  • Significant senior-level experience within health, social care, local government, commissioning, or a related environment.
  • Strong understanding of commissioning, service transformation, service redesign, and integrated care systems.
  • Knowledge of relevant legislation and frameworks, including health, social care, safeguarding, and commissioning regulations.
  • Experience leading complex commissioning, transformation, or service improvement programmes.
  • Experience managing budgets, financial planning, and delivering value for money.
  • Strong analytical skills with the ability to interpret performance, financial, demographic, and market data.
  • Excellent communication, stakeholder management, negotiation, and influencing skills.
  • Experience working collaboratively across organisational boundaries and managing complex partnerships.
  • Experience managing professional teams and delivering performance through others.
  • Ability to develop business cases, strategic plans, commissioning strategies, and service specifications.
  • Commitment to equality, diversity, inclusion, and tackling health and social inequalities.
  • Experience within both local government and NHS commissioning environments.
  • Knowledge of market development, provider engagement, and contract management.
  • Experience of co-production with residents, service users, carers, and communities.

  • Understanding of systems leadership approaches within integrated health and care settings.
  • Experience supporting innovation, workforce development, and market sustainability initiatives.
