Job Description

3 Months Contract With A local Authority

Job Purpose

The Senior Estates Surveyor is responsible for managing a substantial portfolio of commercial property matters, with a particular focus on rent reviews, lease renewals, and landlord and tenant management. The role ensures the Council's property interests are protected through effective negotiations, statutory compliance, and professional property management, while delivering value for money and maintaining strong relationships with tenants, contractors, and stakeholders.

Key Responsibilities

  • Manage a substantial caseload of rent reviews and lease renewals, ensuring all cases are progressed within required timescales.
  • Negotiate rent reviews, lease renewals, wayleaves, easements, access licences, assignments, sub-lettings, and lease alterations.
  • Apply expert knowledge of landlord and tenant legislation, property management principles, and RICS professional standards.
  • Work with the Property Management team to prepare and manage service charge budgets and coordinate repair, improvement, and health and safety works.
  • Monitor rent arrears across an allocated property portfolio and work collaboratively with Income and Legal teams to protect the Council's interests.
  • Manage vacant properties, taking appropriate action to minimise void periods and secure the best commercial outcomes for new lettings.
  • Conduct property inspections, build positive tenant relationships, and investigate property-related queries and complaints.
  • Liaise with and manage external agents, contractors, and professional stakeholders to ensure effective service delivery.
  • Maintain accurate property records and provide professional advice on estate management matters.
  • Undertake other duties appropriate to the role and grade.

Requirements

  • Degree qualified in Estate Management, Real Estate, Surveying, or a related discipline.
  • Membership of the Royal Institution of Chartered Surveyors (MRICS or FRICS).
  • Significant experience in commercial estate management and landlord and tenant matters.
  • Strong knowledge of landlord and tenant legislation, property management, and RICS professional codes of practice.
  • Experience managing rent reviews, lease renewals, and complex property negotiations.
  • Experience managing external agents and contractors.
  • Excellent negotiation, communication, and stakeholder management skills.
  • Ability to work independently while managing a varied and demanding caseload.
  • Full UK driving licence (where required for site visits).
  • Experience working within a local authority or public sector property environment.
  • Knowledge of local government property procedures and governance.
  • Experience using property management systems and asset databases.

Additional Information

  • Hours: 37 hours per week (Monday to Friday, 9:00am – 5:00pm)
  • Location: Coventry (minimum 2 days per week on-site, including Thursdays, with occasional home working)
