Summary

We are seeking an experienced Rent Officer to join our dynamic Housing Income Team on a 3-month contract. This pivotal role involves maximizing rental income, reducing arrears, and supporting tenancy sustainment. You will manage a portfolio of properties, handle rent accounts, pursue arrears recovery, attend court proceedings, and support vulnerable tenants. This position requires collaboration with Housing Officers, Benefits Teams, DWP, support agencies, and legal services. It is an excellent opportunity for a professional with strong legal knowledge and court experience in housing income management.

Responsibilities

  • Income Collection & Arrears Recovery
    • Manage rent accounts and maximize rental income.
    • Implement early intervention measures to prevent arrears escalation.
    • Negotiate repayment arrangements and maintain accurate records.
    • Manage court cost accounts and introductory tenancy accounts.
  • Welfare Benefits & Financial Inclusion
    • Advise tenants on Universal Credit, Housing Benefit, and Welfare Benefits.
    • Assist residents in maximizing income and benefit entitlement.
    • Identify financial hardship and refer residents to support services.
  • Court & Legal Enforcement
    • Prepare legal notices, court documentation, and witness statements.
    • Represent landlords in court for possession claims and related proceedings.
    • Liaise with legal representatives and progress cases through legal recovery.
  • Tenancy Sustainment
    • Conduct home visits and tenant interviews to identify support needs.
    • Refer tenants to internal and external support agencies.
    • Support vulnerable households through crisis situations.
  • Resident & Community Engagement
    • Conduct rent surgeries and community support sessions.
    • Promote a positive payment culture and deliver customer-focused services.
  • Partnership Working
    • Collaborate with Housing Officers, Neighbourhood Teams, and support agencies.
    • Contribute to coordinated tenancy and income management plans.
  • Performance & Reporting
    • Maintain accurate records and monitor arrears performance.
    • Produce reports and ensure compliance with service standards and KPIs.
  • Coaching & Team Support
    • Assist with training and mentoring junior staff.
    • Share best practices and support team development.
  • Safeguarding & Compliance
    • Identify safeguarding concerns and follow procedures.
    • Ensure compliance with GDPR, housing legislation, and council policies.

Requirements

Requirements:

  • Minimum 3 years' experience in Housing Income Collection or Arrears Management.
  • Experience managing complex arrears cases and representing landlords in court.
  • Experience supporting vulnerable tenants and working with welfare benefits.
  • Understanding of rent recovery legislation, housing acts, and welfare reform.
  • Familiarity with possession proceedings and tenancy sustainment principles.
  • Strong negotiation, communication, and customer service skills.
  • Ability to manage difficult conversations and a diverse caseload.
  • Excellent organisational, time management, and report-writing skills.
  • Community-based role across Bromsgrove District.
  • Regular home visits and tenant appointments.
  • Attendance at court hearings and legal proceedings.
  • Agile working across multiple locations with district travel required.
