Job Purpose
To analyse and interpret data in order to produce accurate, timely, and meaningful performance reports that support service delivery, statutory reporting, and organisational decision-making. The role involves developing and maintaining data pipelines and reporting systems using SQL, ETL processes, and Power BI to enable effective self-service reporting and insight across the Council. The postholder ensures data is reliable, compliant, and used to drive service improvement and meet regulatory and inspection requirements.
Key Responsibilities
- Analyse data requirements and design reporting solutions to meet statutory, regulatory, and operational needs.
- Develop, maintain, and optimise data pipelines using SQL and ETL processes to integrate data from multiple systems into a centralised data warehouse.
- Design and build Power BI models and interactive dashboards to provide actionable insight across services and directorates.
- Produce, maintain, and automate performance reports, reducing manual reporting and improving efficiency.
- Ensure accuracy, consistency, and quality of data used for performance monitoring, statutory returns, and external inspections.
- Create and maintain technical documentation, data definitions, and user guides.
- Test, validate, and troubleshoot reports and data outputs, resolving issues in a timely manner.
- Support service areas in interpreting data and using insight to drive service improvement.
- Provide technical advice on data feasibility, structure, and reporting approaches.
- Contribute to needs assessments, equality analysis, and insight into local population needs, including minority groups.
- Ensure compliance with data protection, GDPR, and other relevant legislation and Council policies.
- Support continuous improvement of reporting tools, systems, and data processes across the organisation.
- Work collaboratively with internal teams and external partners to deliver a 'One Council' approach.
- Provide guidance and support to colleagues and contribute to the development of reporting capability within the team.
Requirements
- Degree or equivalent experience in a relevant field.
- Experience in data analysis, reporting, or business intelligence within a complex organisation.
- Strong SQL skills (including T-SQL, stored procedures, and CTEs).
- Experience developing dashboards and reports using Power BI (or similar tools).
- Understanding of data warehouse principles and ETL processes.
- Experience working with large datasets and multiple data sources.
- Ability to translate business requirements into technical reporting solutions.
- Strong analytical, problem-solving, and data quality assessment skills.
- Excellent communication skills with the ability to present complex data clearly.
- Knowledge of data protection legislation (GDPR, Freedom of Information Act).
- Experience with SSRS, Power Platform, Python, or Liquidlogic systems (desirable).
- Ability to manage priorities, work collaboratively, and support service improvement through data insight.
