Job Purpose
To support the delivery of an effective and proportionate compliance and enforcement service, ensuring that development within the borough is carried out in accordance with the Planning Acts and approved planning permissions. The role will involve managing complex investigations into alleged breaches of planning control, leading enforcement action where necessary, and contributing at a senior level to the work and development of the Compliance and Enforcement Team.
Key Duties/Accountabilities
- Lead and manage complex and high-profile planning compliance and enforcement investigations, including unauthorised developments and breaches of planning control.
- Assess reported breaches of planning legislation and determine appropriate courses of action in line with legislation, policy, and best practice.
- Prepare and serve enforcement notices and related legal documents, including handling appeal work arising from enforcement action.
- Represent the Council at planning enforcement appeals, hearings, and inquiries as required.
- Negotiate effectively with developers, agents, landowners, and other stakeholders to achieve positive and timely outcomes.
- Provide professional advice and guidance on planning enforcement matters to colleagues, councillors, and members of the public.
Essential Experience Required
- Significant experience working in town planning, with demonstrable experience in planning enforcement.
- Proven experience of managing complex planning enforcement cases, including appeals.
- Experience of interpreting and applying planning legislation, policy, and guidance.
Essential Qualifications Required
- Degree (or equivalent qualification) in Town Planning or a related discipline.
- Membership of, or eligibility for membership of, the Royal Town Planning Institute (RTPI) is desirable.
- Evidence of ongoing professional development.

- Location: London Road, Basingstoke, Hampshire, RG21 4AH, United Kingdom.
- 2 days remote, 3 days in the office.
