The predicted salary is between 48003 - 53172 € per year.

To support the delivery of Housing Regulatory Services by leading on housing enforcement and fire safety work within high-rise and complex residential buildings across the borough. The postholder will undertake inspections, investigations and enforcement activity to improve housing conditions, ensure compliance with housing legislation and enhance resident safety, particularly in relation to fire risks and combustible cladding.

Key Responsibilities

  • Undertake inspections of residential properties, including high-rise and complex housing blocks, to assess housing conditions and fire safety risks.
  • Complete Housing Health and Safety Rating System (HHSRS) assessments in accordance with the Housing Act 2004.
  • Identify fire hazards, combustible cladding issues and other housing safety concerns, taking appropriate enforcement action where necessary.
  • Investigate breaches of housing legislation and progress complex enforcement cases in line with legal requirements and council procedures.
  • Draft detailed legal notices, schedules of work, reports and enforcement documentation.
  • Work collaboratively with internal departments, partner organisations and external agencies to improve housing standards and resident safety.
  • Monitor compliance with enforcement actions and ensure timely resolution of identified hazards and risks.
  • Keep up to date with changes in housing legislation, fire safety requirements and regulatory guidance.
  • Maintain accurate records, case files and inspection reports using council systems and databases.
  • Provide professional advice and guidance to residents, landlords, managing agents and stakeholders on housing standards and fire safety matters.
  • Support the ongoing development and improvement of the council’s housing enforcement and inspection programme.
  • Ensure all work is carried out in accordance with safeguarding, health and safety, equality and data protection requirements.

Requirements

  • Experience conducting Housing Health and Safety Rating System (HHSRS) assessments under the Housing Act 2004.
  • Strong knowledge of housing enforcement legislation, fire safety standards and regulatory requirements.
  • Experience identifying fire hazards and issues relating to combustible cladding in residential buildings.
  • Experience managing complex housing enforcement cases and undertaking large property inspections.
  • Ability to draft complex legal notices, schedules of work and technical reports.
  • Strong investigative, analytical and problem-solving skills.
  • Excellent communication and stakeholder management skills.
  • Ability to work independently and manage competing priorities effectively.
  • Experience working within a local authority, housing regulatory or environmental health setting is desirable.
  • Commitment to safeguarding, equality, diversity and excellent customer service.
