An exciting opportunity has arisen for a Bids and Contracts Manager to join a growing, mission-driven organisation delivering high-quality services within children's residential and specialist educational settings. This is a remote-based position offering flexible working for an experienced individual with a proven track record in bid writing, contract management, and business development. Reporting to the Chief Financial Officer, the successful candidate will play a pivotal role in winning new business through tenders and framework agreements, supporting annual fee negotiations, and providing contractual support to operational teams.

Key Responsibilities

  • Monitor and assess opportunities via public sector tender portals across relevant markets
  • Manage the full tendering process from expression of interest to final submission
  • Coordinate the organisation's annual fee uplift process in collaboration with operations
  • Maintain an accurate and up-to-date contracts and portal database
  • Analyse tender feedback to improve future bid submissions
  • Provide contractual support to operational colleagues and respond to queries
  • Assist in contract monitoring submissions required by commissioning authorities
  • Liaise with local authorities on contractual and performance-related matters
  • Identify cross-sell/upsell opportunities within existing client relationships
  • Utilise CRM systems to accurately record and manage opportunities

Required Knowledge & Skills

  • Knowledge of children's residential and specialist educational services (regulated care) is desirable
  • Familiarity with local authority contract management and procurement processes
  • Strong commercial awareness and strategic thinking
  • Excellent written and verbal communication skills
  • Confident negotiator with strong emotional intelligence
  • Highly analytical and detail-oriented

Experience

  • At least 2 years in a business development or bid writing role
  • Experience in social care commissioning, ideally within children's services
