Are you an experienced adult social care leader who combines strong CQC regulatory knowledge with the commercial ability to develop services, build commissioner relationships and secure new business?

This is an opportunity to take on a senior leadership role within an ambitious social-impact group, overseeing the development of a domiciliary care service alongside a four-bedroom property intended for Supported Living.

We are looking for someone who can do more than maintain an existing service.

You will take responsibility for CQC registration and regulatory compliance, establish high-quality operational systems, build relationships with commissioners and develop a sustainable pipeline of new care packages.

You will also play a key role in identifying tender and framework opportunities, preparing submissions and helping the organisation establish itself as a credible provider within the local adult social care market.

The wider group includes an established accredited training provider with a proven track record in upskilling, developing and empowering people.

This creates opportunities to strengthen workforce development, support staff progression and build a service that can grow sustainably.

The Role

As Registered Care Manager and Head of Care Development, you will work closely with the senior leadership team to establish, manage and expand the services.

Your responsibilities will include

  • CQC registration: Take responsibility for obtaining the appropriate CQC Registered Manager registration for the domiciliary care service and ensuring ongoing regulatory compliance.
  • Operational leadership: Establish robust systems for care planning, risk assessments, safeguarding, medicines management, staff supervision and quality assurance.
  • Supported Living: Oversee the development of a four-bedroom property, ensuring the model promotes independence, choice, dignity and person-centred support.
  • Commissioner relationships: Build strong working relationships with Local Authority commissioners, brokerage teams, social workers, placement teams and other referral partners.
  • Business development: Identify opportunities to grow the service, develop new care packages and establish a sustainable referral pipeline.
  • Tender writing: Lead or contribute to the preparation of high-quality tenders, framework applications and other public-sector procurement submissions.
  • Framework development: Identify appropriate frameworks and commissioning opportunities that will support longer-term growth.
  • Property mobilisation: Work with commissioners and referral partners to identify suitable individuals for the initial Supported Living property, ensuring compatibility, appropriate support arrangements and safe mobilisation.
  • Commercial management: Assess the financial viability of care packages, contribute to pricing discussions and ensure growth is sustainable without compromising care quality.
  • Workforce development: Recruit, develop and retain a competent workforce, making effective use of the wider group's accredited training provision.
  • Service improvement: Monitor performance, maintain inspection readiness and ensure services meet the required regulatory standards.
  • Future growth: As the domiciliary care and Supported Living services expand, your role and responsibilities will develop accordingly, with the potential to progress into a broader senior operational leadership position.

About You

You will be an experienced adult social care manager with the ambition and commercial awareness to help build a service, rather than simply inherit an established operation.

You will ideally bring

  • Proven experience as a Registered Manager or in a senior management position within a CQC-regulated adult social care service.
  • A sound understanding of CQC requirements, safeguarding, person-centred care, quality assurance and regulatory compliance.
  • Experience of domiciliary care and a clear understanding of the Supported Living model.
  • The ability to build professional relationships with commissioners, social workers, brokerage teams and other referral sources.
  • Experience of business development, growing care services and converting opportunities into sustainable care packages.
  • Experience of writing tenders, completing framework applications or contributing to public-sector procurement.
  • The commercial awareness to assess opportunities, understand service costs and support financially sustainable growth.
  • Strong leadership skills, with the ability to recruit, motivate, develop and retain staff.
  • The confidence to work independently, establish systems and take ownership of service development.
  • A relevant Level 5 leadership and management qualification in adult care, or an appropriate equivalent.

Experience supporting adults with learning disabilities, autism, mental health needs or complex support requirements would be advantageous.

Experience of mobilising Supported Living services and developing new services from an early stage would also be beneficial
