As a Surveyor in our Home Improvement Agency, you can make your own powerful contribution to helping residents live independently, safely, and comfortably in their own homes. You will be at the heart of delivering adaptations and home improvements that transform lives, from installing level-access showers and stairlifts to addressing damp, disrepair, and other hazards that impact wellbeing. This is a hands-on role where your technical expertise, problem-solving skills, and eye for detail will make a tangible difference. You will manage delivery of services, ensure compliance, and support continuous service improvement to deliver lasting change – one home at a time.

Responsibilities

  • Oversee and deliver a varied caseload of property assessments, working closely with residents, Occupational Therapists, and contractors to design practical, high-quality solutions that meet individual needs.
  • Manage complex disability adaptations, coordinate pre- and post-work inspections, and ensure works meet relevant legislation including the Housing Grants Construction and Regeneration Act 1996 and the Building Safety Act 2022.
  • Manage contractors to deliver works to high standards, maintain robust quality assurance, resolve service issues promptly, and ensure projects are completed on time and within budget.
  • Ensure Health and Safety compliance with Council policies, legislation, and best practice; provide guidance to colleagues to uphold safe working standards.
  • Collaborate with colleagues (including apprentices, Case workers, and partner agencies) to develop the professional team, coach staff, and develop technical expertise.
  • Lead in addressing and resolving complaints and defects quickly and effectively, ensuring issues are fully resolved and documented.
  • Work with Home Improvement Agency colleagues and partner organisations to deliver a joined-up, resident-focused service; manage contracts in line with the Council's Procurement Service; lead service development initiatives and projects to improve processes, efficiency, and customer outcomes.
  • Support delivery of services and continuous improvement efforts across the organisation, contributing to a culture of learning and improvement.

Qualifications and Experience

  • Experience delivering disability adaptations, home improvements, and repairs in residential buildings, including specialist works such as wheelchair lifts, ramps, level-access showers, and ceiling track hoists.
  • Experience assessing and addressing disrepair in line with the Housing Health and Safety Rating System (HHSRS).
  • Experience applying legislation such as the Housing Grants Construction and Regeneration Act 1996, Building Safety Act 2022, Building Regulations 2010, and relevant Health and Safety legislation (including CDM 2015 and Control of Asbestos Regulations 2012).
  • Experience in managing supplier relationships and analyzing financial and performance information to identify opportunities for improvement.
  • Proven personal leadership in managing complex caseloads and leading change initiatives, including service development, innovation, and achieving key performance indicators.
  • Ability to design and plan major adaptations, create and use plans, investigate and resolve complaints, conduct risk assessments, and deliver adaptations in spaces with limited room.
  • Ability to work independently (including lone working), be resilient and adaptable, and travel across Westminster when required.
  • Advanced communication and stakeholder engagement skills to influence, engage, and collaborate across teams, departments, and partner organisations.
  • Customer-focused, empathetic, and able to understand the needs of vulnerable residents; able to ensure services are delivered safely, inclusively, and to a high standard.
  • Proficiency with IT (Microsoft Office, databases) and interpreting scale drawings; commitment to equality, diversity, and inclusion.
