As an on-street Service Manager, you can make a powerful contribution. You will be joining the largest Parking Authority in Europe and working to lead service delivery in a challenging environment. The City Council is updating kerbside management policies, presenting a career-making opportunity for a parking professional.
You will have two to three direct reports and lead an eight-person team within the Parking & Kerbside service. As part of the Parking Kerbside team, you will actively contribute to integrated delivery, improvement, management, and performance, as well as commissioning and managing activity within the council, partners, and externally.
To do this effectively, you will build effective relationships, sharing knowledge and best practice. You will contract manage service providers to deliver on CCTV, on-street enforcement, abandoned vehicles, and relocations. You will ensure that overall objectives are translated into effective plans and that the service is efficient and locally responsive. You will also ensure that resources, funding, and budgets are used in accordance with council policies and procedures.
You will contribute to the development of outcome-based commissioning models and income generation opportunities to help the council receive value for money. Ensuring compliance will be your responsibility too. As Service Manager, you will lead a team of professional and technical staff on significant operational projects, driving forward performance by setting high standards and developing individuals' capabilities.
You will be dedicated to creating a productive, accountable team and role model positive behaviours, engaging and empowering your team to embody council values. To be equal to the role, you will have substantial experience and demonstrable expertise in contract management, backed by a strong track record of success in delivering financial savings and service level targets.
You will have gained a strong knowledge of procurement legislation and supplier relationship management. You have managed a professional team before. Advanced change management and communication skills are key. Whether in writing or verbally, you can present complex information clearly and persuasively. At all levels of seniority, you can be influential.
You are comfortable analysing financial information, understanding the business context, and extracting key facts to deliver improvement and opportunities. This is paired with good computer skills, especially in Microsoft Word, Excel, and PowerPoint. Problem-solving, strategy, and independent thought are all embedded into how you work. Always focused on results, you strive to deliver value that will directly lead to the achievement of operational objectives.
