City Relay is a property management and hospitality company managing residential buildings across London. We currently manage approximately 20 residential blocks and focus on maintaining high standards of building condition, compliance, and tenant satisfaction.
We are seeking a highly experienced Compliance Manager to take strategic ownership of statutory and best-practice compliance across our London portfolio, including 15–20 residential blocks with communal areas, long-lets and short-lets. This is a leadership-level role for a compliance specialist who understands residential block management at scale, is confident interpreting complex legislation, and can design robust systems that protect the business while enabling commercial growth.
You will act as the senior authority on compliance across the organisation, ensuring the portfolio remains fully compliant, audit-ready, and future-proofed against regulatory change. In addition, you will lead the development of scalable compliance frameworks for existing and new B2B clients. This role reports into our Managing Director for Opago and City Relay.
This role requires a commercially minded, solutions-driven operator who is comfortable making high-impact decisions and managing risk across a growing London portfolio.
Key Responsibilities- Own all statutory compliance across a mixed London portfolio including long lets, short lets and 15–20 residential blocks with communal areas.
- Act as the organisation’s senior compliance expert, advising leadership and landlords on risk, regulatory exposure and best practice.
- Develop and implement scalable compliance frameworks across internal portfolios and B2B clients.
- Ensure audit readiness and structured reporting across all compliance areas.
- Oversee block compliance including Fire Risk Assessments, life safety systems, communal electrics, emergency lighting, and follow-on remedial actions.
- Ensure structured tracking of all block-level obligations, inspections and renewals.
- Manage major compliance projects across communal spaces where required.
- Provide assurance and reporting to landlords and stakeholders.
- Stay fully up to date with legislative changes in England including housing, building safety and landlord compliance obligations.
- Proactively identify risk and implement mitigation strategies.
- Interpret legislation confidently and apply it in practical operational settings.
- Lead on compliance reporting and documentation.
- Manage relationships with contractors, assessors, managing agents and landlords.
- Oversee performance and accountability of third-party compliance providers.
- Work closely with maintenance and property teams to ensure timely execution of actions.
- Own the development and scaling of our compliance offering for B2B clients.
- Ensure commercial viability of compliance operations.
- Support onboarding of new portfolios from a compliance standpoint.

- ~7+ years experience in Property Management and/or senior compliance ownership across residential portfolios in England.
- ~ Strong experience managing residential blocks with communal areas.
- ~ Demonstrated experience leading compliance at scale.
- ~ Confident interpreting legislation and advising on risk.
- ~ Experience managing contractors and overseeing compliance budgets.
- ~ Highly autonomous, structured and commercially aware.
- ~ Ability to work from our London office in South Kensington and visit our blocks in Zone 1-2.
- ARLA Propertymark, IRPM, RICS or similar.
- Building Safety or Fire Safety certifications.
- Experience working within high-growth property businesses.
