We're creating a brand-new Housing Strategic Asset Manager role at an exciting time for our Housing Service.


As we continue to improve our services and respond to new regulatory requirements, we are investing in our asset management capability to ensure that our homes remain safe, sustainable, affordable and fit for the future. This newly created role will be at the heart of that transformation.


You'll lead the development of our long-term housing asset strategy, using data and insight to drive investment decisions across almost 7,500 council homes. From stock condition, energy efficiency and retrofit planning through to regeneration, disposals and future investment priorities, you'll provide the strategic leadership needed to help us make the right decisions for both current and future tenants.


About The Role



  • Developing and maintaining our Housing Asset Management Plan and long-term investment strategy.

  • Leading 30-year asset planning and helping shape how housing investment funding is prioritised and utilised.

  • Using stock condition, repairs, compliance and performance data to inform strategic decision-making.

  • Driving our approach to energy efficiency, retrofit and decarbonisation programmes.

  • Identifying opportunities for regeneration, redevelopment and portfolio optimisation.

  • Providing strategic advice and assurance to senior leaders, elected members and key stakeholders.

  • Ensuring our homes continue to meet regulatory requirements.


Building a new team


A key part of this role will be establishing and leading a developing asset management team.


You will manage and support colleagues responsible for asset intelligence and investment planning, including a team of Stock Condition Surveyors who will undertake a comprehensive programme of property surveys across our housing stock. Ensuring the quality, accuracy and integrity of the data collected will be critical to the success of our future investment plans.


About You


We're looking for an experienced asset management professional who combines strategic thinking with a strong understanding of housing assets and investment planning.


You Will Have



  • Significant experience of housing asset management within a social housing or local authority environment.

  • Experience of leading teams and developing high-performing services.

  • Strong analytical skills and experience of using complex datasets to support decision-making.

  • Experience of strategic options appraisal and long‑term investment planning.

  • A strong understanding of housing quality, compliance, sustainability and regulatory requirements.

  • Excellent communication skills, with the ability to influence at senior leadership and political level.

  • A relevant professional qualification such as RICS, CIOB or equivalent experience.

Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
