Are you an experienced compliance or building safety professional with a passion for protecting people and homes?
City of York Council is looking for a
Compliance Manager to lead our approach to building safety and statutory landlord compliance across more than 7,500 council homes.
This is a critical leadership role responsible for ensuring that our homes remain safe, compliant and well-managed.
- You'll lead the delivery of key statutory compliance programmes including:
- Gas Safety
- Electrical Safety
- Fire Safety
- Asbestos Management
- Water Hygiene and Legionella
- Lifts and LOLER
Importantly, this is not solely a compliance monitoring role. You will have operational responsibility for our in-house Gas and Electrical Services , managing the team leaders and workforce who deliver essential safety inspections, servicing, testing and repairs across our housing stock.
About the Role
As Compliance Manager, you will provide both strategic leadership and operational management for landlord compliance services.
You will ensure that legal and regulatory requirements are met, risks are effectively managed, and robust assurance is provided to senior leaders, elected members and regulators.
You will
- Lead the Council's building safety and compliance function.
- Manage the operational delivery of the gas and electrical services teams.
- Develop and maintain a robust compliance assurance framework.
- Monitor compliance performance and manage risk.
- Oversee significant compliance contracts and budgets.
- Ensure accurate, auditable compliance data and records.
- Act as the Council's lead professional on landlord building safety compliance matters.
- Work closely with tenants, contractors, regulators and internal stakeholders to continually improve safety and service delivery
About You
We're looking for someone who can combine technical expertise with strong leadership skills.
Experience within social housing, property compliance, building safety or asset management would be particularly welcome.

Hybrid working arrangements are available for this role.
Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process.
Your contractual location will be the designated council office for your team.
