About the role:
The Health & Safety Manager is responsible, under the strategic direction of the Head of Health & Safety, for leading operational health, safety and environmental compliance across an allocated portfolio of two College campuses at City of Portsmouth College. The post holder will provide independent professional advice, drive statutory compliance, and contribute to the development of a positive and proactive safety culture. They will hold delegated responsibility for monitoring, reviewing and providing assurance on health and safety performance within their allocated campuses, helping to ensure safe and compliant environments for employees, learners, contractors and visitors, and escalating material risks where necessary.
Working in partnership with Assistant Principals and Curriculum Managers, the Health & Safety Manager will ensure that health, safety and wellbeing are embedded within day‑to‑day operations and aligned with relevant legislation, ISO 45001 principles, safeguarding expectations and Ofsted requirements relating to learner safety.
Key Responsibilities:
- Promote a professional, supportive and service‑focused approach in all interactions with students, staff, contractors and visitors.
- Uphold and promote the College’s Equality, Diversity and Inclusion principles, fostering a respectful and inclusive working and learning environment.
- Comply with and actively support the College’s safeguarding and child protection responsibilities, ensuring that concerns are raised in accordance with College procedures.
- Support the enforcement of College site safety and security arrangements, including identification requirements and safe campus practices.
- Participate in relevant quality assurance processes, performance review and continuing professional development activities.
- Comply with College policies and procedures and take reasonable care for their own health and safety and that of others who may be affected by their acts or omissions.
- Complete mandatory and role‑specific training identified by the College within required timescales, maintaining ongoing professional competence.
Qualifications & Experience:
- NEBOSH General Certificate (or equivalent Level 3 qualification in Occupational Health & Safety).
- NEBOSH Construction Certificate (UK) or demonstrable experience supporting health and safety in construction or trade‑based environments.
- Level 6 qualification in Occupational Health & Safety (e.g. NEBOSH Diploma) or working towards.
- Professional membership of IOSH (minimum TechIOSH).
- Confidence in designing and delivering inductions and safety training for staff, contractors, and (where appropriate) learners.
- Solid understanding of UK health and safety legislation, including HASAWA, COSHH, PUWER, LOLER, WAH, and Fire Safety.
- Experience in environmental management.
- Strong IT skills, with experience in Microsoft Office/365 (Word, Excel, Outlook, PowerPoint, Teams).
- Full UK driving licence and access to reliable transport to enable travel between College campuses as required.
