Position Summary

The Stormwater Systems Specialist provides technical expertise and support for the City’s stormwater management programs. The position helps ensure municipal stormwater infrastructure is effectively planned, monitored, assessed, and managed in support of regulatory compliance, environmental stewardship, climate resilience, sustainable service delivery, and long-term asset performance.

The Specialist applies expertise in stormwater systems, hydraulic modelling, infrastructure assessment, regulatory compliance, and program administration to support operational and capital planning decisions. The position also provides technical guidance to internal staff and external stakeholders and coordinates the work of consultants, contractors, and assigned student staff.

Key Responsibilities

• Support the administration and continuous improvement of the City’s stormwater management programs, policies, standards, procedures, and operational initiatives.
• Oversee stormwater inspection, monitoring, and infrastructure assessment activities to support asset management, infrastructure planning, and service delivery.
• Develop, maintain, and apply stormwater and sewer system models to assess system performance, hydraulic capacity, growth impacts, and future servicing requirements.
• Analyze infrastructure condition, monitoring, inspection, and modelling information and develop recommendations for rehabilitation, renewal, capital planning, and operational improvements.
• Administer stormwater-related regulatory requirements, approvals, and compliance programs, including the City’s Consolidated Linear Infrastructure Environmental Compliance Approval (CLI-ECA).
• Investigate stormwater concerns, compliance matters, and potential by-law infractions and recommend appropriate corrective action.
• Coordinate stormwater studies, investigations, monitoring initiatives, and infrastructure projects, including the work of consultants, contractors, and assigned student staff.
• Prepare scopes of work, technical specifications, procurement documents, reports, business cases, and recommendations.
• Administer components of the City’s stormwater utility funding framework, including fee credits, appeals, grants, and subsidy programs.
• Monitor assigned project and program budgets, review consultant and contractor invoices, and support annual business planning, capital forecasting, and operating budget development.
• Provide technical information and advice to City departments, consultants, developers, regulatory agencies, property owners, residents, Council, and committees.
• Participate in public education, outreach, stakeholder engagement, and interdepartmental initiatives that promote responsible stormwater management and watershed protection.

Experience and Knowledge

• Minimum of five years of progressively responsible experience in municipal infrastructure, stormwater management, water resources, or a related engineering technology field.
• Demonstrated experience with stormwater infrastructure planning, monitoring, modelling, inspection, condition assessment, and rehabilitation programs.
• Experience coordinating consultants, contractors, technical studies, and infrastructure projects.
• Working knowledge of legislation, environmental approvals, standards, and guidelines governing municipal stormwater systems, infrastructure planning, environmental compliance, and public works operations.
• Proficiency with stormwater and hydraulic modelling software, GIS platforms, asset management systems, and Microsoft Office applications.
• Demonstrated ability to collect, validate, manage, and analyze infrastructure, inspection, monitoring, and system performance data.
• Strong project coordination and organizational skills, with the ability to manage competing priorities, regulatory deadlines, project schedules, budgets, and deliverables.
• Strong written and verbal communication skills, including the ability to explain complex technical information to technical and non-technical audiences.
• Demonstrated professionalism, sound judgment, diplomacy, and customer service skills when responding to inquiries, complaints, appeals, and competing stakeholder interests.
• Experience working in a municipal government environment is considered an asset.
• Experience administering stormwater utility programs, funding programs, environmental approvals, regulatory reporting, or water resources monitoring programs is considered an asset.
• Training or certification in asset management, project management, environmental compliance, or hydraulic modelling is considered an asset.

Education

• Three-year diploma in Civil Engineering Technology or a related discipline.
• Certified Engineering Technologist (C.E.T.) designation in good standing with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
• Valid Ontario Class G driver’s licence in good standing and access to a reliable vehicle for regular travel between work locations.

Compensation

Non-Union Job Class 5
Salary Range (2026 Rates): $112,539 - $123,012
