Position Summary

Reporting to the Manager, Compensation & Benefits, the Administrator, People Operations & Compensation is responsible for the administration and delivery of the City's payroll function, ensuring employees are paid accurately and on time while maintaining compliance with legislation, corporate policies, procedures, and collective agreements. Payroll administration and oversight are the primary focus of this position. The role provides expertise in compensation administration, job evaluation, position classification, pay equity, and labour relations, supporting the organization's commitment to fair and equitable compensation practices. The position plays a key role in the administration of compensation programs and related initiatives, including job evaluation, pay equity, position classification, collective bargaining, and other labour relations activities.

Working collaboratively with People & Culture, Finance, Information Technology, management, and union representatives, the incumbent serves as a key resource in payroll operations, compensation analysis, labour relations support, and HRIS administration. While reporting to the Manager, Compensation & Benefits, the position also provides specialized support and advice to members of the People & Culture leadership team on compensation, job evaluation, labour relations, and workforce-related matters for assigned employee groups and corporate initiatives. The position acts as an HRIS Super User for SAP/SuccessFactors and participates in continuous improvement initiatives, system enhancements, organizational reviews, and collective bargaining support activities.

Key Responsibilities

  • Lead the administration and processing of full-cycle payroll for assigned employee groups, ensuring accurate and timely payment of wages, overtime, retroactive payments, benefits, pension contributions, statutory deductions, and other payroll transactions. Provide back-up support for other payroll groups through cross-training and shared accountability.
  • Ensure payroll practices comply with applicable legislation, collective agreements, City policies, procedures, audit requirements, and payroll accounting standards. Investigate and resolve payroll discrepancies, overpayments, underpayments, and system issues; communicate with employees, leaders, and external stakeholders; and recommend and implement corrective actions and process improvements.
  • Serve as a subject matter expert in payroll administration, providing guidance and interpretation on payroll legislation, collective agreement provisions, pension administration, payroll processes, and compliance requirements.
  • Lead and participate in compensation initiatives, including job evaluation, position classification, salary benchmarking, pay equity administration, compensation analysis, and organizational reviews, ensuring consistent application of approved methodologies and compensation practices across unionized and non-union employee groups.
  • Provide analysis, guidance, and operational support to People & Culture leadership, managers, supervisors, and assigned client groups on labour relations, compensation, job evaluation, classification, recruitment, workforce initiatives, and other People & Culture matters, including interpretation and application of collective agreements, policies, procedures, and compensation programs.
  • Act as an HRIS Super User for SAP/SuccessFactors, supporting system testing, implementation, troubleshooting, reporting, and continuous improvement. Develop and maintain payroll, compensation, and HRIS procedures and processes to enhance efficiency, accuracy, compliance, and customer service.
  • Provide responsive support and guidance to employees, leaders, union representatives, government agencies, and external stakeholders regarding payroll, compensation, labour relations, and related People & Culture matters.

Experience and Knowledge

Must have a minimum of three (3) years of progressive payroll administration experience, including full-cycle processing payroll through SAP, preferably in a public sector and unionized environment. The successful candidate will have demonstrated experience managing complex payroll processes and ensuring compliance with applicable legislation, policies, procedures, and collective agreements. A strong understanding of payroll accounting processes, payroll reconciliations, pension administration, statutory remittances, and payroll audit requirements is essential.

The ideal candidate will also bring experience in compensation administration, including job evaluation, position classification, and pay equity analysis and maintenance. Experience working with HRIS platforms, specifically SAP and SuccessFactors, including system implementation, testing, reporting, and continuous process improvement initiatives, is required. Knowledge of labour relations principles and collective bargaining processes would be considered an asset.

The position requires exceptional analytical, critical thinking, problem-solving, organizational, and interpersonal skills, along with the ability to interpret and communicate complex information clearly and effectively. The successful candidate will be able to build and maintain positive working relationships across all levels of the organization while exercising sound judgment, maintaining confidentiality, managing competing priorities, and working independently with minimal supervision.

Education

Candidates must possess a College Diploma in Accounting and hold a Payroll Compliance Professional (PCP) or Payroll Leadership Professional (PLP) designation. Additional post-secondary education in Human Resources Management is considered an asset, along with a Certified Human Resources Professional (CHRP) designation. An equivalent combination of education, professional certifications, and related experience may be considered.

$99,120- $108, 325
