Performs a variety of maintenance, repair, inspection and construction activities as well as safety and security duties on the field side of the Airport grounds; performs directly related work as required.
The principal function of an employee in this class is to keep the Airport field and field facilities in safe, secure and operational order. The work is performed under the supervision and direction of an Airport/Airside Maintenance Supervisor, but considerable leeway is granted for the exercise of independent judgement and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other crew members, government agencies, law enforcement officials, Airport tenants, other City employees and the public. The principal duties of this class are performed in both an indoor and outdoor work environment, often times in extreme weather conditions. An employee in this class may also be required to handle and/or manage hazardous waste and if so, appropriate training will be provided annually.
Examples of Essential Work:
- Performs a variety of activities involved with the maintenance, repair and construction of airfield facilities including snow removal, concrete work, runway and taxiway markings;
- Operates a variety of complex heavy equipment including Jet Air six-wheel truck, street sweeper, 4WD backhoe loader, 4WD cat loader, road grader, aerial bucket, 10-wheel dump truck, deicer tank, snow blowers, snow brooms, mowers and various tractors;
- Operates a variety of light equipment including riding mowers, push mowers, weed eaters and various landscaping equipment;
- Performs concrete grading and all preparation work, forming and finishing work;
- Performs snow and de-icing operations using a variety of complex heavy equipment;
- Maintains constant radio contact with Airport Control Tower and garage base-station;
- Performs routine cleaning, maintenance and repairs of shop equipment and vehicles;
- Trims shrubbery, mows grass, maintains landscape, repairs fences and hauls debris and/or trash;
- Performs electrical and electronic repair on various Airport facilities and equipment;
- Monitors Airport grounds and flight path for hazards and security violations within FAA guidelines;
- Enforces Airport security rules and regulations;
- Responds to airfield emergencies and acts as Airport representative until relieved by higher authority;
- Serves as a member of Airport emergency response team;
- Removes wildlife from Airport grounds;
- Performs daily safety inspections of runways and aircraft areas;
- Monitors airfield pavement surfaces ensuring adequate standards for airplane landings and takeoffs;
- Takes braking action readings and reports them to the control tower during extreme weather conditions;
- Opens and closes Airport surfaces and/or entire Airport as needed;
- Issues advisories regarding Airport status;
- Coordinates parking and ground handling of charter and unscheduled aircraft;
- Escorts contractors on the Airport grounds and establishes a safe working environment for them;
- Provides guidance and demonstrations to new employees in similar positions;
- Keeps supervisors informed of work progress, issues, and potential solutions;
- Attends meetings and training to stay current on relevant practices and developments;
- Responds to citizen inquiries courteously and promptly;
- Coordinates regularly with others to enhance interdepartmental efficiency;
- Performs additional duties as required by the classification.
Required Knowledge, Skills and Abilities:
- Thorough knowledge of the operation of complex and motorized equipment;
- Some knowledge of construction principles and techniques;
- Skill in the use of hand and power tools;
- Ability to learn and apply Airport security and safety rules and regulations;
- Ability to learn and apply FAR Parts 139 and 107;
- Ability to learn and apply federal and local Airport rules and regulations;
- Ability to discern presence of hazards and/or potentially dangerous situations;
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;
- Ability to understand and follow oral and/or written policies, procedures and instructions;
- Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;
- Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;
- Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;
- Integrity, ingenuity and inventiveness in the performance of assigned tasks.
Acceptable Experience and Training:
- Graduation from High School or possession of a GED;
- Zero to two years of experience in general construction and heavy equipment operation;
- Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Special Qualifications:
- Class B Commercial Driver’s License (CDL-B) - Must obtain license within six months of date of hire;
- On call status.
Essential Physical Abilities:
- Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to understand department and safety rules and regulations and work around high traffic areas;
- Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to work safely in heavy traffic and heavy equipment operation;
- Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate hand and power tools continuously and push, pull, reach and grasp repetitively;
- Sufficient strength and endurance with or without reasonable accommodation, which permits the employee to operate hand and power tools continuously and to lift and carry, through a full range of motion, up to 100 pounds occasionally, 50 pounds frequently, and 20 pounds continuously;
- Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to visit construction sites throughout assigned Airport locations and the ability to climb, crawl, stoop, kneel, crouch, stand, walk, in tight places and otherwise move through and around all construction and maintenance sites.
