The City of London Corporation is seeking a dynamic and forward-thinking Strategic Workforce Development Project Manager to join our People & HR team.

About the Role

Reporting to the Assistant Director of HR Business Partnering, this pivotal role supports strategic planning and delivery across the organisation. You\'ll lead the coordination of business plans and ensure workforce strategy is aligned with the City Corporation\'s vision and evolving needs.

You\'ll work closely with senior HR professionals and departments, turning complex workforce data into actionable insights, producing strategic roadmaps, and helping shape a long-term people plan that supports business continuity and growth.

Key Responsibilities

  • Produce and maintain a forward-looking HR masterplan informed by departmental business plans.
  • Collaborate with business partners to assess future workforce needs and resource planning.
  • Provide strategic analysis and assurance on the alignment of HR initiatives with corporate goals.
  • Track, forecast and report on key workforce development activities and projects.
  • Engage a wide range of internal stakeholders to promote innovation, strategic collaboration and joint planning.
  • Horizon-scan for trends and risks to inform long-term people strategy.

What We\'re Looking For

We\'re seeking a strategic thinker and collaborative leader with a blend of HR, project management, and data analysis expertise. The ideal candidate will have:

Qualifications & Experience:

  • Degree or CIPD qualification (essential)
  • Project Management qualification (desirable)
  • Strong understanding of employment law and HR best practice
  • Significant experience in strategic HR, workforce planning or performance analysis
  • Experience working closely with senior leadership and cross-functional teams

Skills & Knowledge:

  • Strong analytical and problem-solving abilities
  • Excellent communication and stakeholder engagement skills
  • Proficiency in data tools (e.g. Power BI, dashboards) to deliver insight-driven reports
  • Ability to juggle multiple priorities, work independently and deliver high-quality outcomes
  • A proactive mindset and adaptable approach to change
