Our City Surveyor’s Department brings together multidisciplinary professional teams to plan, design and deliver construction projects and long‑term investment programmes across this exceptional estate.
The Role
We are looking for an experienced Programme Manager to support the planning, coordination and delivery of works within the City’s 130.9m Cyclical Works Programme (CWP), a five‑year programme addressing urgent repairs, backlog maintenance and long‑term asset resilience across over 3,000 projects.
Reporting to the Lead Programme Delivery Manager, you will play a key role in coordinating programme activities across multiple workstreams, ensuring projects are aligned with priorities such as statutory compliance, asset condition, climate action and wider capital investment.
This is a client‑side role that offers exposure to a complex public‑sector estate and the opportunity to influence how significant programmes of refurbishment and maintenance are planned, governed and delivered.
What You’ll Be Doing
- Support the planning, coordination and delivery of a portfolio of projects within the Cyclical Works Programme
- Contribute to programme‑level reporting, forecasting, governance and risk management
- Coordinate construction activities through relevant RIBA stages, ensuring quality, safety and value for money
- Use asset condition, compliance and financial data to inform programme planning and future investment bids
- Work closely with engineering, surveying, finance and programme support teams to ensure joined‑up delivery
- Chair and support project boards, contributing to programme boards and senior officer briefings as required
- Engage proactively with stakeholders across client departments, consultants and contractors
- Help develop new ways of working, including improved dashboards, reporting processes and programme controls
- Support alignment with wider workstreams such as Climate Action, sustainability initiatives and capital projects
About You
We are seeking someone who can demonstrate:
- A degree (or equivalent experience) in construction, engineering, surveying, property or programme/project management
- Experience working on medium‑term capital or cyclical works programmes within a complex estate or public‑sector environment
- Strong understanding of construction procurement, refurbishment works and operational asset delivery
- Sound financial and commercial awareness, including budget forecasting and cost control
- The ability to interpret complex technical and financial information and communicate it clearly to a wide range of stakeholders
- Experience supporting governance, assurance and reporting processes
- A collaborative, proactive approach to working with multidisciplinary teams and stakeholders
